The Motor City Mangler hounds women and abducts them in order to cut them up and cannibalize them. The scene is genuinely creepy as Murphy and Cable aren't expecting to deal with a Serial Killer. They just noticed a dog gnawing on human remains and then go into the basement to find his larder. From there, It Gets Worse.
The OCP "Lethal Response" security system starts bisecting cops left and right. Making it worse is the fact Ann and her thieves didn't want to kill anyone, they just simply assumed OCP would use nonlethal means of protecting itself from burglars.
