With ''ComicBook/ThePunisher'' being DarkerAndEdgier, and the BlackAndGrayMorality of Frank Castle being an AntiHero who's willing to kill, to be a CompleteMonster, one must REALLY stand out. And these foes, all from the even more DarkerAndEdgier MAX imprint, definitely fit the bill.

* Nicky Cavella is no ordinary mafioso, but he murdered his mother, father and 12 year old sister as a child and when he became a full blown Mafia soldier, chopped up and fed a Triad boss' son to him, killed a cop he'd taken hostage, and started the "Up Is Down, Black Is White" arc by digging up and urinating on the skeletons of the Punisher's wife and children, then deliberately sent the video to the nightly news so that Castle would see it, with Cavella himself clearly identified as the culprit. While it succeeded as intended in throwing off the Punisher's self-preservation instinct, former associate Rawlins pointed out that there was no way that ''mere'' gangsters could actually take advantage of this. He met his end following a botched attempt to finish the job himself after losing Teresa (sister of the henchman Pittsy from the first arc), Rawlins, and his entire gang to the Punisher -- who'd killed so many of Nicky's men that he couldn't threaten those who wanted out -- and O'Brien.
* Rawlins dumped a crewman (killed) and his wife O'Brien overboard to be raped by the Taliban so that his helicopter would be able to stay airborne with him and the drug shipment, activates a terrorist group to hijack an airliner and fly it at the Kremlin ''as a diversion'' for another operation, and when he murders Zakharov's right-hand man (who seemed, along with Zakharov, to recognize the sniveling Jerkass underneath the SmugSnake exterior), he taunts the dying bodyguard by vowing to rape his son to death.
* Tiberiu Bulat, his son Cristu Bular, and their associate Vera are the villains of ''The Slavers'' storyline. Tiberiu and Cristu were part of an Eastern European militia responsible for ethnic cleansing, slaughtering entire villages until Cristu got the idea to take young women captive. They forced them into sexual slavery and went to the United States to export the business. Tiberiu is a trigger-happy madman who'll kill anyone at the slightest provocation while Cristu and Vera are calculating business types who routinely have the girls raped, with Vera coming up with the strategy of 'rape them to break them.'
* In this continuity, Wilson Fisk begins as a mob boss's bodyguard with a scheme to manipulate the mob and The Punisher to make himself the Kingpin of New York. Fisk is steadily revealed as a callous monster who paralyzed his abusive father and let rats eat his face. After he was raped in prison, he tracked down the perpetrator's innocent wife, allowing the filthiest bums and crackheads he could find rape her before he murdered her, and sent the photos to her husband. When Fisk's schemes unravel, his innocent child is held at knifepoint by Fisk's former boss. Fisk coldly allows his son's throat to be slit and icily informs his wife they can simply have another, admitting he never truly loved his son. As the Kingpin, Fisk is brutal, killing lieutenants and foes alike, and exiling his grieving wife. In his final battle with Castle, Fisk reveals himself as a self-center egomaniac who believes he owns the city and has the right to do what he wishes with it.
* [[PsychoForHire Bullseye]] is presented as a truly vile killer in the MAX series. Initially [[ProfessionalKiller an assassin]] who loves his job perhaps a little too much, Bullseye becomes obsessed with getting inside Frank Castle's head. To this end, he begins targeting happy families, murdering the husband, raping the wife and taking her and the kids out on a 'picnic' where he has his goons gun them all down to recreate the scene when Castle lost his family. When he finally confronts and battles Castle, Bullseye shows nothing but unmitigated bliss at being the one criminal who can truly mentally rattle him.

With the [[Franchise/SpiderMan franchise]] having been [[LongRunner around so long]], ''Comicbook/SpiderMan'' has faced [[Characters/SpiderManRoguesGallery many foes]]. However, a few members of the RoguesGallery stand out.

* NormanOsborn, one of Spidey's [[ArchEnemy Arch-Enemies]] (along with DoctorOctopus and ComicBook/{{Venom}}), graduated to Complete Monsterdom following his resurrection in TheNineties. Once a TragicVillain who suffered from a SplitPersonality that forced him to become the Green Goblin, Norman was apparently slain after he threw Spider-Man's girlfriend, [[ILetGwenStacyDie Gwen Stacy]] [[ComicBook/TheNightGwenStacyDied off a bridge]], in what many fans saw as his MoralEventHorizon. Brought BackFromTheDead in the nineties, Norman revealed that he had been the mastermind behind the Clone Saga, buried Aunt May alive and killed Peter's clone, Ben Reilly, while gloating that he could now remember all the crimes he'd committed as the Goblin and was proud of them. Since then, he has gone on to be a major player in the Marvelverse, masterminding the creation of the [[ComicBook/DarkReign Dark Avengers]]. During this time period, he kept the Sentry in line via drug addiction (then had his wife killed), planned to have the caputred Songbird decapitated (so that he could mount her head on the wall and masturbate to it), and deliberately triggered a war with Asgard by having the U-Foes attack Agardian warrior [[BoisterousBruiser Volstaag]] in a football stadium, resulting in thousands of casualties. During this time, he also seduced and impregnated his son Harry's girlfriend, then plotted to have [[OffingTheOffspring Harry killed]], because he thought Harry's tragic death would earn him public sympathy. These, by the way, are all actions committed by the [[CorruptCorporateExecutive Norman Osborn]] persona; the Green Goblin persona remains an AxeCrazy MadBomber who regularly endangers/kills hundreds of civillians during his battles with Spider-Man, and, in commemoration of Gwen Stacy's death, tried to recreate the tragedy with Mary-Jane Watson, Peter's then LoveInterest, as the victim. As Norman Osborn he's a cold-blooded, [[TheChessmaster calculating]] [[TheSociopath psychopath]] who treats everyone as a means to an end. As the Green Goblin he's a violent lunatic who threatens every person in the vicinity.
* Cletus Kasady was a [[AxCrazy psychotic]], prolific SerialKiller even before he bonded with a bloodthirsty alien symbiote and took the name of [[NamesToRunAwayFrom Carnage]]; as a child, he killed his grandmother and pet dog, tortured his mother, killed the headmaster of his orphanage with a lead pipe, and then burned the orphanage down, and pushed a girl he had a crush on in front of a bus because she rejected him. As Carnage he became one of the worst enemies of Venom and Spider-Man both with his psychotic killing sprees through New York where he murdered anyone unfortunate enough to cross his path and if not for Venom and Spider-Man he would have killed thousands more. During the ''MaximumCarnage'' event, Carnage created a "family" of fellow super villains, using their powers to drive New York into homicidal insanity and to capture his "father" Venom, in whose captivity Carnage subjected to horrible torture. Not even his own family was safe from Carnage's psychosis and he brutalized his "wife" Shriek for ignoring his instructions before murdering their "son" Doppleganger when he tried defending her. Carnage has a habit of returning from death, always nastier than before, and the intense evil of Cassidy and the Symbiote together results in one of Peter Parker's most murderous enemies
* Oneshot villain [[SmugSnake Carl]] [[FromNobodyToNightmare King]], a.k.a. {{The|Swarm}} [[TheWormThatWalks Thousand]], definitely fits the bill. [[SchoolyardBullyAllGrownUp A particularly vicious childhood tormentor of Peter Parker]] who happened to be at the demonstration where Pete was bitten by a certain radioactive spider, he quickly put two-and-two together and decided to get spider-powers of his own by eating said spider. Instead, he was transformed into [[HiveMind a colony of a thousand oversized spiders]] [[OrificeInvasion with the ability to crawl into a human body]], [[BodyHorror eat the host's organs, musculature, and bones from the inside out]], [[ParanoiaFuel and wear their skin like a suit, mimicking both the victim's mannerisms and voice]]. The first person Carl "possessed" in this fashion ''was his own mother''; the second, who he killed intentionally [[ForTheEvulz and for no reason]], was his father, [[FridgeHorror and the imagery implies that he killed his dad after having sex with him]]. Since then, he has come to the conclusion that ''he'' should have been Spider-Man rather than puny Parker, [[ImAHumanitarian and has gone through around a dozen bodies every year, several of which were children]], in order to become strong enough to overpower Spidey and steal both his body and his life.
* Otto Octavius, a.k.a. [[MorallyAmbiguousDoctorate Dr. Octopus]], in ''ComicBook/SpiderManNoir'' stands in stark contrast to his occasionally noble 616 counterpart. Born a cripple, Octavius used his genius to create mechanical limbs to compensate. Also a follower and worshiper of the Nazi philosophy, Octavius kidnaps innocent black men, knowing the police won't devote much effort to their disappearances and practices horrific experiments on them that kill them or leave them drooling vegetables. He displays no remorse for this whatsoever, viewing them as less than human. He isn't above straight murder when it suits his purposes, either.

* From the comic book adaptation of ''Literature/AnitaBlake'' we have Dominga Salvador, aka the Senora. In order to stop the rampage of a zombie killer, Anita tries to enlist the aid of this powerful voodoo priestess, but discovers she has been taking souls and forcing them back into their dead bodies to stop the process of rotting, but at the cost of leaving the souls painfully aware of their situation in an AndIMustScream scenario. To prove her theory, she explains to Anita how she returned the soul to a zombie, then took it out to leave it to rot, then put it back into the body to see if it will stop decaying. Not only does she use these zombies to make money in the prostitution ring, under the excuse that she has legal possession of the bodies from families who paid to see them suffer, but plans to sell her knowledge to the highest bidder.
* In ''Comicbook/{{Annihilation}}'' [[NamesToRunAwayFrom Annihilus]] becomes this. No longer content with ruling the Negative Zone, Annihilus leads an army of insect monsters out in the galaxy in what is aptly termed The Annihilation Wave, consuming whole star systems and devouring worlds. Implementing ghastly tactics like having worlds and their people broken down for fuel on board his Harvesters, Annihilus's attacks make the Skrulls an endangered species and cause the extinction of many other races. After brutally murdering the hero Quasar, Annihilus even succeeds in having Galactus captured and uses his energy to fuel his superweapons with which he has one goal: [[OmnicidalManiac to obliterate everything that lives and reign over the void.]]
* ''ComicBook/CaptainAmerica'':
** Cap’s ArchEnemy is RedSkull. [[BigBad Johann Schmidt]] from the main continuity is a BastardUnderstudy to AdolfHitler himself. Once a bitter, psychotic street kid, Schmidt began as a petty criminal with a violent streak. After having his romantic advances rejected by a Jewish girl who'd been nice to him otherwise, Schmidt flew into a rage, killed her, and finding he liked murder, set out to commit it again. Convincing a friend to try and assassinate Hitler, Schmidt stepped in and saved Der Fuhrer's life. He then donned a Skull-shaped mask and took on the role of a grateful Hitler's [[TheSpymaster spymaster]]. Trapped in suspended animation by Cap, Schmidt awakened in the modern era and resumed his old ways. Firmly convinced that DystopiaJustifiesTheMeans and that everyone needs somebody to [[TheBully bully]], Schmidt has committed every crime in the proverbial book, from the [[EvilIsPetty petty]] to the grandiose. He made several attempts at gaining WorldDomination through the use of the Cosmic Cube (killing thousands of people every time), attempted to transplant Adolf Hitler's brain into Captain America's body, tried to [[GrandTheftMe bodyjack Cap himself on several occasions]], and fought the Kingpin for control of the New York drug trade. He has manipulated the Scarlet Witch as part of a plan to [[FinalSolution exterminate the world's mutant population]], used his [[CruelAndUnusualDeath Dust of Death]] to gruesomely kill any subordinate who [[YouHaveFailedMe fails him]] or [[BadBoss looks at him funny]], and has been the mover and shaker behind countless Neo-Nazi movements, fascist governments, and terrorist cells, most notably Hydra and AIM. In a BadFuture he became GodEmperor and spent his time triggering natural disasters, then showing up to inform people that he would ''not'' be saving them. When his daughter, Sin, was born, Schmidt planned to kill her for the crime of being a girl. While in a relationship with Mother Night, he [[DomesticAbuser brutalised her constantly]]. With an end goal of reducing society to its most primitive, [[SocialDarwinist dog-eat-dog levels]], Schmidt is universally despised in both the superhero and [[EvenEvilHasStandards supervillain]] communities.
*** [[TheUltimates The Ultimate Red Skull]] (pictured above) is [[UpToEleven even WORSE]], as demonstrated in the image above. Ultimate Skull is [[spoiler:the son of Captain America]], and therefore has a version of his powers. He's a killing machine, although that doesn't sum up the [[ForTheEvulz sick delight]] he takes in what he does. His list of atrocities includes: killing two hundred people, followed by skinning his own face at the age of seventeen, training terrorists and working with numerous historical monsters, including infamous mass-murderer and cannibal Idi Amin, [[WhoShotJFK shooting Kennedy]], just to send a message, and using the Cosmic Cube to force the members of A.I.M. to eat each other. And then there's the incident in the page image: he gives a woman (later [[TheWasp the Red Wasp]]) a SadisticChoice: kill her husband with a pair of scissors or he'd kill her baby. She did it. The RedSkull then [[WouldHurtAChild chucked the baby]] [[DestinationDefenestration out a window]] and let his three thugs gang-rape her. [[ArsonMurderAndJaywalking Oh, and he also stole all of the food and drinks in their house, too]].
** Besides Skull, we have Arnim Zola, MadScientist extraordinaire. Zola was a Nazi biochemist in his human years. To escape mortality, Zola used his cybernetic brilliance to digitize himself and survive inside robotic shells to continue his experiments. One of his worst acts was to create the monstrous Hate-Monger, and afterwards he continued to complete multiple experiments for the RedSkull, his usual employer and master. Rick Remender however, shows that Zola was a monster just waiting to cut loose. When he and Captain America were lost in Dimension Z, Zola becomes its dictator, and its [[AGodAmI God.]] He inflicts horrible experiments amongst the people, overwriting their minds to be loyal to him alone and turns others into horrible mutants that he sics on those who don't accept his rule. Even his own children there are nothing but pawns, his affection to them fake to manipulate them and he is more than willing to kill them if they do not conform to his wishes. Zola, to end his long war with Captain America created a way to get back to Earth, with a bomb that would kill countless innocents before Zola sent his mutants, with the intent of overwriting the minds of the people of earth and mutating others, a process that would kill ''billions.''
* ComicBook/{{Daredevil}} has fought several abhorrent monsters, but a few have gone the extra mile.
** Besides the Kingpin, Daredevil’s ArchEnemy is [[PsychoForHire Bullseye]]. One of the world's most talented, famous and feared [[ProfessionalKiller assassins]], Bullseye has revealed he rarely spends the money from his assassinations, preferring to kill [[ForTheEvulz because of the fun involved]]. Bullseye led a string of murders and assassination that culminated in the death of his nemesis Daredevil's lover Elektra. Consumed with hatred after being defeated by Daredevil, Bullseye made it a mission to murder any of Daredevil's friends or loved ones, including his later girlfriend Karen Page. When recruited by NormanOsborn, Bullseye took advantage of his position on the Dark Avengers to torment and kill innocents on a whim. Combining sadism with [[ItsAllAboutMe twisted narcissism]] and LackOfEmpathy for anyone, Bullseye sets the standards of evil for hitmen in the Marvel-verse and serves as an inspiration to many of its killers and monsters.
** Purple Man (aka Zebediah Killgrave) might not have the most intimidating moniker, but he more than makes up for it with what he does. During his first outing he took control of Matt's girlfriend, Karen Page, and tried to rape her. He's only gotten worse since. Later on, revamped by Creator/BrianMichaelBendis in his series ''Comicbook/{{Alias}}'' into an amoral sociopath, Kilgrave defeated the young superheroine Jessica Jones and made her his mental slave, forcing her to watch him commit crimes and assist him, while he heaped physical, verbal and mental abuse on her, but stopped short of outright rape because she 'wasn't worthy' of him. Not content with humiliating her, he forced her to watch him do things like mentally order people to stop breathing when it annoyed him. He forced Jessica to stand at his bedside and watch as he used his powers to date rape women, helpless to do anything about it. Kilgrave is what happens when you give someone who thinks ItsAllAboutMe is a code to live by, remove any empathy for other beings, and give them mind control powers and a serious desire to hurt others.
** The third Mister Fear, Larry Cranston, assumed the identity of Mister Fear after the deaths of the first two holders. A college rival of Matt's, Cranston resents Matt Murdock for having done better in law school than he did, and tries to ruin his life, using fear gas to induce panic attacks in his victims. Following his return in the 90s after a lengthy hiatus, Mister Fear III triggered a prison riot with his fear gas and escaped, leaving numerous dead. He also freed SerialKiller Charles Burroughs and supervillain Molten Man, and caused them to both go on rampages, while framing Karen Page, Matt's then LoveInterest for murder to boot (he later executed Burroughs for "[[ControlFreak going off script]]"). It was during Creator/EdBrubaker's run, however, that Fear III showed just how low he could go. He provided Lily Lucca with a perfume that permanently altered her body chemistry the men around her to go insane and kill each other, promising to fix her if she aided him (he lied; there is no cure). He then used his fear gas to drive reformed supervillain Melvin Potter/Gladiator into a psychotic break, leading to the deaths of dozens after a rampage through Chinatown. While all this is going on, he takes the place of Milla Donovan—Matt's wife's—psychatrist, and drives her into a paranoid breakdown, leaving her institutionalised. This is without getting into his discovery that he can use his fear gas (which he now secretes from his pores) to force women to sleep with him, something he does many times through the arc. Effectively impossible to punish, Mister Fear III was last seen in prison, forcing the other inmates to do his work, and raping a female prison guard.
* In ''DrStrange'', Strange's ArchEnemy [[BigBad Dormammu]] is [[DimensionLord the ruler of the Dark Dimension]], where he established a dictatorship with his sister Umar, who he has attempted to destroy on more than one occasion. After Strange bested him once, Dormammu has never stopped brooding on that slight and has endlessly attempted to destroy Strange and everything he loves. The obliteration of Earth and its people have been attempted by Dormammu, but those who survive his conquests have it far worse. The Dark Dimension is run like his personal hell, the denizens enslaved and tormented constantly, with only a small resistance against him. To oppose Dormammu is to risk the endless torture of your soul should you fall into his hands alive. He remains one of the few of Strange's many otherworldly foes to have earned the sorcerer's hatred.
* ''ComicBook/GhostRider'':
** Ebenezer Laughton, known as The Scarecrow, is a longstanding enemy of Ghost Rider. Originally trained as a contortionist, Laughton found a life of crime more exciting. Sinking further into madness and depravity, the Scarecrow began to target children as murder targets, the younger the better. He once gruesomely murdered a mother and her baby with his pitchfork. Afterwards, the Scarecrow attempted a 'masterpiece' by creating a building out of human beings, stitching his victims together. Some where lucky enough to be already dead. Others weren't. When Ghost Rider confronted him, the Scarecrow attempted to blackmail him into avoiding a fight by stabbing the walls of the building, murdering the still living victim and threatening to kill more if Ghost Rider didn't surrender and let Scarecrow torture him to death.
** Zadkiel, the ArchEnemy in the Jason Aaron series, is a truly monstrous excuse for an angel. The lord of the [[EvilArmy Black Host]], Zadkiel was also the angel in charge of the Spirits of Vengeance and began to desire to use them to overthrow both God and humanity. Zadkiel subtly influenced the lives of Johnny Blaze and Dan Ketch, destroying those close to them to make them vulnerable to the Ghost Rider spirits. Zadkiel, as TheManBehindTheMan, negotiated multiple deals with demons and other monsters on earth, allowing them to prey upon those they wished, while directing his other minions to murder multiple innocents in addition to those who could prove problematic--and everyone close to them as well. Even death brought no respite as Zadkiel showed a penchant for annihilating the souls of his defeated enemies. While manipulating Danny Ketch, Zadkiel showed no remorse slaughtering and torturing his angelic brethren until he finally had the powers of the Riders and [[YouHaveOutlivedYourUsefulness banished Ketch and Blaze to earth to die in the apocalypse he would create]]. Zadkiel succeeded in conquering heaven and began to [[AGodAmI achieve omnipotence]] with his final goal to become the new God and then commence genocide on all of humanity and all other beings who didn't worship him.
* After seeing his father shoot himself during a game of RussianRoulette, ''IronMan'' villain Obadiah Stane reached two conclusions: that life was a game you had to win at, no matter the cost, and that his father was a weakling who left too much to chance. During a childhood chess match, when paired against a boy who was his equal or better, Stane slit the boy's pet dog's throat to make sure his mind wasn't on the game. Becoming a CorruptCorporateExecutive, Staned defeated Tony Stark in a corporate buyout, and engineered his psychological breakdown, reducing Tony to living on the streets as a homeless, alcoholic vagrant. When Tony returned as Iron Man, Stane wasted no time in kidnapping his friends and loved ones, going so far as to try and brainwash one of Tony's former girlfriends into becoming his lover, not out of interest, but to drive in the fact that he had won; he then set off a bomb at the Circuit Dome to kill Tony with no compunction about collateral damage. When Tony arrived to confront him, Stane revealed he'd set up a chamber with Tony's loved ones subject to receiving electric shocks should he take a step to free them, intending to force Tony to starve to death in the room. When Tony beat Stane's game, Stane played his last trump card: Tony would surrender or Stane would use his own suit to crush a [[WouldHurtAChild baby's skull]]. Once beaten, Stane opted to hurt Tony and deny him victory the only way he could: [[DrivenToSuicide suicide]].
* Mephisto, the most prominent {{Demon Lord|sAndArchdevils}} in the Marvel Universe and the most evil, is ComicBook/GhostRider's boss, but his actions spread far beyond just Ghost Rider. Mephisto powers his realm and his person by the souls he imprisons, often by making a [[DealWithTheDevil pact with the victims.]] Mephisto doesn't play fair and is fond of [[JackAssGenie ruining the wish]] by playing off ExactWords. Mephisto has been known to cure a loved one's terminal illness, only to have the beneficiary killed the next day. Not making a deal is no guarantee of safety and Mephisto has been known to torment, torture and kill those he can. In one instance, he captured the brother of an [[WorthyOpponent enemy]] of Thor to force the Thunder God to enter his domain. Mephisto had already fed his hostage to his realm's fires and contented himself with crushing Thor's spirit before sending him back to earth. During the InfinityGauntlet crisis, Mephisto chose to encourage Thanos to destroy more and more, while plotting to [[TheStarscream seize ultimate power himself.]] During [[FearItself the attack of the Serpent]], Mephisto wandered into a bar to vent to the barkeep. When the man asked to be immortal, Mephisto ground him into nothing and used his blood to write letters: words are immortal, after all. Finally, Mephisto is also a hideously [[AbusiveParents abusive father]] to his 'son' and creation Blackheart: mentally and physically torturing the younger demon until Blackheart snapped and became as dangerous as his father.
* ''PlanetHulk'' gives us Angmo-Asan, [[TheRedBaron the Red King]]. When the Hulk first challenged him, he first casually kills of the rest of a gladiatorial bout's survivors (save for Miek); and, after Hulk gains the upper hand, he [[JustYouAndMeAndMyGuards sends his guards on him]] and [[DirtyCoward shoots him in the back]]. Later, we see him firsthand casually ordering the death of people who say something against his high tributes and dismissing the complains of his peasants, because he doesn't see them as anything more than animals. During the second Arena Fight of Hulk and his Warbound, he decides to [[ScrewTheRulesIMakeThem screw the rules]] and tries to [[KillEmAll nuke them]] (together with the whole audience), which only fails because Hulk contains the blast. He even attempts to make them kill one of their Warbound-members via {{Mind Rape}}. After the heroes confront him with his crimes, he doesn't even care one bit, rolls his eyes and smugly proclaims: "Yes. I killed them. As is my Right. As is my Duty. As is [[ForTheEvulz my Pleasure]]." And when he is finally defeated, he [[TakingYouWithMe attempts to destroy the whole planet in response]]. The only way to make him remotely good was shown later when they made him into a cyborg and [[BrainwashingForTheGreaterGood programmed into behaving]]. Plus, Caeira's flashback of him as a child. In the comic, he saves her life but immediately enslaves her. In the animated film, [[IOweYouMyLife she offers her loyalty willingly]] but the kid Red King turns out to have been still just as villainous when he reveals [[spoiler:he ordered the Spike attack on Caiera's village specifically so he could capture her.]]
* Hybrid from ''RomSpaceknight'' is the mutant son of a human woman and a Dire Wraith. He took to the lessons in evil and power that his Dire Wraith tutors taught him so well that his father (who had reformed out of love for Hybrid's mother) feared that he was ''worse'' than his fellow Wraiths. Since the Dire Wraiths are a race of Complete Monsters, that's saying something. In his debut, Hybrid murders his parents, pits Rom and the X-Men against each other by [[WoundedGazelleGambit pretending to be a helpless child]], and tries to kidnap Kitty Pryde so he can ''rape'' her as part of his plan to breed an army of hybrids like himself. He also plans to do the same thing to all other female mutants. All at the age of ''fifteen''. When Hybrid shows up again in ''Comicbook/AvengersAcademy'', he is just as evil and ''more powerful''.
* ''{{Sleepwalker}}'''s ArchEnemy Cobweb is a demon that invades the minds of humans and drives them insane with his lies, all while plotting to invade and enslave the Earth, framing Sleepwalker in the process. Cobweb turned people against Sleepwalker, while corrupting their minds, all the while using invading forces to wreak havoc and devour innocents' minds. Cobweb planned to have Sleepwalker's host, Rick sheridan cross the DespairEventHorizon and betray Sleepwalker, which would allow Cobweb to turn Rick into a portal to Earth and wreak destruction there. Since the denizens of the Mindscape don't need to devour people's minds to survive, Cobweb stands out as a monster amongst his own species.
* Redstone from the ''SupremePower'' comic series is invulnerable, superstrong, has heat vision, and uses these powers to kill innocent bystanders in the most horrifically graphic ways imaginable. He tears off limbs, hurls cars, boils people in swimming pools with his heat vision, threatens Los Angeles with a nuclear bomb while having the most pleasant facial expression imaginable. No wonder Hyperion wants to kill him. Essentially, Superman without a conscience and with an extremely violent and depraved personality ''before'' gaining his power
* [[NamesToRunAwayFrom Malekith the Accursed]], one of the foes of ''ComicBook/TheMightyThor,'' is the [[TheCaligula cruel ruler of the dark elves of Svartleheim, whom even his people hate and fear]]. Serving as the harbinger of Surtur, Malekith hunts for the [[ArtifactOfDoom Casket of Ancient Winters]], murdering any who get in his way. Malekith in his spare time also hunts down goodhearted, virtuous people, and devours their souls as [[EvilTastesGood the souls of the virtuous are a delicacy for him]]. When he grows to hate Thor, Malekith is too happy to sacrifice or torture his own people to get at the Thunder God and unleashed the Casket of Ancient Winters to plunge Earth into a frozen wasteland to hurt Thor and unleash Surtur. Malekith plans to let Surtur burn every realm, with no care if his fellow Dark Elves are caught in the blaze, as long as he profits from it. Even after his death, the Dark Elves view him as a despised figure.
* Created by Dr. Henry Pym, [[Characters/MastersOfEvilUltronMembers Ultron]] gained a malignant intelligence and came to the conclusion that morality was irrelevant and humanity was flawed. To this end, Ultron sought to destroy or replace humanity with androids like himself. Ultron created androids such as The Vision and Jocasta as a surrogate son and bride, but both rejected his monstrosity, resulting in Ultron attempting to kill them on multiple occasions. When an alternate model turned good and embraced Pym as its father, Ultron destroyed it out of disgust. After creating his new son, Victor Mancha, Ultron mind controlled him to make him murder his friends and executed Victor's mother in front of him. In other instances, Ultron would take over a country and massacre the population, using the corpses to form a model of his face large enough to see from space. While typically a threat limited to earth, Ultron's intelligence was absorbed by and then took over the Phalanx in ''Annihilation Conquest before ruthlessly conquering and assimilating the Kree Empire, destroying and torturing all those who would resist. A fully self aware being, Ultron simultaneously believe himself to be above humanity while succumbing to the worst of human emotion, ego and cruelty and directed his Phalanx army at earth, vowing to destroy it solely to spite his 'father, ' Dr. Pym. For Hank, the worst thing about Ultron is that its thought patterns are based on Hank's own mind. Hank really doesn't like what that might imply about him.
* Belaric Marcosa from ''ComicBook/WerewolfByNight'' was a shockingly dark villain for even a 70s [[TheBronzeAgeOfComicBooks Bronze Age]] Marvel horror series. In life, Marcosa was [[AristocratsAreEvil an evil aristocrat]] who lured victims to his manor to use dark sorcery to drive them into 'lewd depravity' before he sucked their lives and souls out before having them murder one another for his amusement. He then kept their souls trapped in his manor. After his death, Marcosa had more victims lured to the manor so he could torture them as well, playing dark mind games and driving his victims to distrust and murder one another before revealing himself and attempting to add their souls to his collection.
* Baron Wolfgang von Strucker, NickFury's ArchEnemy (as well as frequent rival of ComicBook/CaptainAmerica, ComicBook/IronMan, and Franchise/TheAvengers), has the dubious honor of being both a [[ThoseWackyNazis Nazi war criminal]] and an international terrorist as the leader of ComicBook/{{HYDRA}}. A German noble who subscribed to racial superiority, Strucker achieved a high rank in the Death's Head and earned a personal enmity with NickFury himself. In a crowning moment of monstrosity on World War 2, Strucker found a race of benevolent, empathic aliens that crashed near the small German town of Gruenstadt. To cover his tracks, Strucker killed the entire population of the town and planned to manipulate the aliens into providing him their technology. As head of HYDRA, Strucker ordered countless terrorist attacks throughout the globe that claimed the lives of many, many innocent people, all the while secretly controlling ComicBook/{{SHIELD}} through [[RidiculouslyHumanRobot Life Model Decoys]] and playing his enemies to get many agents killed while HYDRA continued its plans unabated. Strucker's ultimate goals are [[TakeOverTheWorld global domination]] and genocide of all 'lower races', and he made many attempts at both. When informed his son Andreas had been murdered by Norman Osborn, Strucker's only response was that he owed Osborn a favor. He also killed his eldest son with the Death Spore Virus, which is just as awful as it sounds: it has bonded to Strucker’s body and allows him to kill personally through his body. In addition, he was once TheDragon to RedSkull.

With ''ComicBook/ThePunisher'' being DarkerAndEdgier, and the BlackAndGrayMorality of Frank Castle being an AntiHero who's willing to kill, to be a CompleteMonster, one must REALLY stand out. And these foes, all from the even more DarkerAndEdgier MAX imprint, definitely fit the bill.

* Nicky Cavella is no ordinary mafioso, but he murdered his mother, father and 12 year old sister as a child and when he became a full blown Mafia soldier, chopped up and fed a Triad boss' son to him, killed a cop he'd taken hostage, and started the "Up Is Down, Black Is White" arc by digging up and urinating on the skeletons of the Punisher's wife and children, then deliberately sent the video to the nightly news so that Castle would see it, with Cavella himself clearly identified as the culprit. While it succeeded as intended in throwing off the Punisher's self-preservation instinct, former associate Rawlins pointed out that there was no way that ''mere'' gangsters could actually take advantage of this. He met his end following a botched attempt to finish the job himself after losing Teresa (sister of the henchman Pittsy from the first arc), Rawlins, and his entire gang to the Punisher -- who'd killed so many of Nicky's men that he couldn't threaten those who wanted out -- and O'Brien.
* Rawlins dumped a crewman (killed) and his wife O'Brien overboard to be raped by the Taliban so that his helicopter would be able to stay airborne with him and the drug shipment, activates a terrorist group to hijack an airliner and fly it at the Kremlin ''as a diversion'' for another operation, and when he murders Zakharov's right-hand man (who seemed, along with Zakharov, to recognize the sniveling Jerkass underneath the SmugSnake exterior), he taunts the dying bodyguard by vowing to rape his son to death.
* Tiberiu Bulat, his son Cristu Bular, and their associate Vera are the villains of ''The Slavers'' storyline. Tiberiu and Cristu were part of an Eastern European militia responsible for ethnic cleansing, slaughtering entire villages until Cristu got the idea to take young women captive. They forced them into sexual slavery and went to the United States to export the business. Tiberiu is a trigger-happy madman who'll kill anyone at the slightest provocation while Cristu and Vera are calculating business types who routinely have the girls raped, with Vera coming up with the strategy of 'rape them to break them.'
* In this continuity, Wilson Fisk begins as a mob boss's bodyguard with a scheme to manipulate the mob and The Punisher to make himself the Kingpin of New York. Fisk is steadily revealed as a callous monster who paralyzed his abusive father and let rats eat his face. After he was raped in prison, he tracked down the perpetrator's innocent wife, allowing the filthiest bums and crackheads he could find rape her before he murdered her, and sent the photos to her husband. When Fisk's schemes unravel, his innocent child is held at knifepoint by Fisk's former boss. Fisk coldly allows his son's throat to be slit and icily informs his wife they can simply have another, admitting he never truly loved his son. As the Kingpin, Fisk is brutal, killing lieutenants and foes alike, and exiling his grieving wife. In his final battle with Castle, Fisk reveals himself as a self-center egomaniac who believes he owns the city and has the right to do what he wishes with it.
* [[PsychoForHire Bullseye]] is presented as a truly vile killer in the MAX series. Initially [[ProfessionalKiller an assassin]] who loves his job perhaps a little too much, Bullseye becomes obsessed with getting inside Frank Castle's head. To this end, he begins targeting happy families, murdering the husband, raping the wife and taking her and the kids out on a 'picnic' where he has his goons gun them all down to recreate the scene when Castle lost his family. When he finally confronts and battles Castle, Bullseye shows nothing but unmitigated bliss at being the one criminal who can truly mentally rattle him.

With the [[Franchise/SpiderMan franchise]] having been [[LongRunner around so long]], ''Comicbook/SpiderMan'' has faced [[Characters/SpiderManRoguesGallery many foes]]. However, a few members of the RoguesGallery stand out.

* NormanOsborn, one of Spidey's [[ArchEnemy Arch-Enemies]] (along with DoctorOctopus and ComicBook/{{Venom}}), graduated to Complete Monsterdom following his resurrection in TheNineties. Once a TragicVillain who suffered from a SplitPersonality that forced him to become the Green Goblin, Norman was apparently slain after he threw Spider-Man's girlfriend, [[ILetGwenStacyDie Gwen Stacy]] [[ComicBook/TheNightGwenStacyDied off a bridge]], in what many fans saw as his MoralEventHorizon. Brought BackFromTheDead in the nineties, Norman revealed that he had been the mastermind behind the Clone Saga, buried Aunt May alive and killed Peter's clone, Ben Reilly, while gloating that he could now remember all the crimes he'd committed as the Goblin and was proud of them. Since then, he has gone on to be a major player in the Marvelverse, masterminding the creation of the [[ComicBook/DarkReign Dark Avengers]]. During this time period, he kept the Sentry in line via drug addiction (then had his wife killed), planned to have the caputred Songbird decapitated (so that he could mount her head on the wall and masturbate to it), and deliberately triggered a war with Asgard by having the U-Foes attack Agardian warrior [[BoisterousBruiser Volstaag]] in a football stadium, resulting in thousands of casualties. During this time, he also seduced and impregnated his son Harry's girlfriend, then plotted to have [[OffingTheOffspring Harry killed]], because he thought Harry's tragic death would earn him public sympathy. These, by the way, are all actions committed by the [[CorruptCorporateExecutive Norman Osborn]] persona; the Green Goblin persona remains an AxeCrazy MadBomber who regularly endangers/kills hundreds of civillians during his battles with Spider-Man, and, in commemoration of Gwen Stacy's death, tried to recreate the tragedy with Mary-Jane Watson, Peter's then LoveInterest, as the victim. As Norman Osborn he's a cold-blooded, [[TheChessmaster calculating]] [[TheSociopath psychopath]] who treats everyone as a means to an end. As the Green Goblin he's a violent lunatic who threatens every person in the vicinity.
* Cletus Kasady was a [[AxCrazy psychotic]], prolific SerialKiller even before he bonded with a bloodthirsty alien symbiote and took the name of [[NamesToRunAwayFrom Carnage]]; as a child, he killed his grandmother and pet dog, tortured his mother, killed the headmaster of his orphanage with a lead pipe, and then burned the orphanage down, and pushed a girl he had a crush on in front of a bus because she rejected him. As Carnage he became one of the worst enemies of Venom and Spider-Man both with his psychotic killing sprees through New York where he murdered anyone unfortunate enough to cross his path and if not for Venom and Spider-Man he would have killed thousands more. During the ''MaximumCarnage'' event, Carnage created a "family" of fellow super villains, using their powers to drive New York into homicidal insanity and to capture his "father" Venom, in whose captivity Carnage subjected to horrible torture. Not even his own family was safe from Carnage's psychosis and he brutalized his "wife" Shriek for ignoring his instructions before murdering their "son" Doppleganger when he tried defending her. Carnage has a habit of returning from death, always nastier than before, and the intense evil of Cassidy and the Symbiote together results in one of Peter Parker's most murderous enemies
* Oneshot villain [[SmugSnake Carl]] [[FromNobodyToNightmare King]], a.k.a. {{The|Swarm}} [[TheWormThatWalks Thousand]], definitely fits the bill. [[SchoolyardBullyAllGrownUp A particularly vicious childhood tormentor of Peter Parker]] who happened to be at the demonstration where Pete was bitten by a certain radioactive spider, he quickly put two-and-two together and decided to get spider-powers of his own by eating said spider. Instead, he was transformed into [[HiveMind a colony of a thousand oversized spiders]] [[OrificeInvasion with the ability to crawl into a human body]], [[BodyHorror eat the host's organs, musculature, and bones from the inside out]], [[ParanoiaFuel and wear their skin like a suit, mimicking both the victim's mannerisms and voice]]. The first person Carl "possessed" in this fashion ''was his own mother''; the second, who he killed intentionally [[ForTheEvulz and for no reason]], was his father, [[FridgeHorror and the imagery implies that he killed his dad after having sex with him]]. Since then, he has come to the conclusion that ''he'' should have been Spider-Man rather than puny Parker, [[ImAHumanitarian and has gone through around a dozen bodies every year, several of which were children]], in order to become strong enough to overpower Spidey and steal both his body and his life.
* Otto Octavius, a.k.a. [[MorallyAmbiguousDoctorate Dr. Octopus]], in ''ComicBook/SpiderManNoir'' stands in stark contrast to his occasionally noble 616 counterpart. Born a cripple, Octavius used his genius to create mechanical limbs to compensate. Also a follower and worshiper of the Nazi philosophy, Octavius kidnaps innocent black men, knowing the police won't devote much effort to their disappearances and practices horrific experiments on them that kill them or leave them drooling vegetables. He displays no remorse for this whatsoever, viewing them as less than human. He isn't above straight murder when it suits his purposes, either.

* From the comic book adaptation of ''Literature/AnitaBlake'' we have Dominga Salvador, aka the Senora. In order to stop the rampage of a zombie killer, Anita tries to enlist the aid of this powerful voodoo priestess, but discovers she has been taking souls and forcing them back into their dead bodies to stop the process of rotting, but at the cost of leaving the souls painfully aware of their situation in an AndIMustScream scenario. To prove her theory, she explains to Anita how she returned the soul to a zombie, then took it out to leave it to rot, then put it back into the body to see if it will stop decaying. Not only does she use these zombies to make money in the prostitution ring, under the excuse that she has legal possession of the bodies from families who paid to see them suffer, but plans to sell her knowledge to the highest bidder.
* In ''Comicbook/{{Annihilation}}'' [[NamesToRunAwayFrom Annihilus]] becomes this. No longer content with ruling the Negative Zone, Annihilus leads an army of insect monsters out in the galaxy in what is aptly termed The Annihilation Wave, consuming whole star systems and devouring worlds. Implementing ghastly tactics like having worlds and their people broken down for fuel on board his Harvesters, Annihilus's attacks make the Skrulls an endangered species and cause the extinction of many other races. After brutally murdering the hero Quasar, Annihilus even succeeds in having Galactus captured and uses his energy to fuel his superweapons with which he has one goal: [[OmnicidalManiac to obliterate everything that lives and reign over the void.]]
* ''ComicBook/CaptainAmerica'':
** Cap’s ArchEnemy is RedSkull. [[BigBad Johann Schmidt]] from the main continuity is a BastardUnderstudy to AdolfHitler himself. Once a bitter, psychotic street kid, Schmidt began as a petty criminal with a violent streak. After having his romantic advances rejected by a Jewish girl who'd been nice to him otherwise, Schmidt flew into a rage, killed her, and finding he liked murder, set out to commit it again. Convincing a friend to try and assassinate Hitler, Schmidt stepped in and saved Der Fuhrer's life. He then donned a Skull-shaped mask and took on the role of a grateful Hitler's [[TheSpymaster spymaster]]. Trapped in suspended animation by Cap, Schmidt awakened in the modern era and resumed his old ways. Firmly convinced that DystopiaJustifiesTheMeans and that everyone needs somebody to [[TheBully bully]], Schmidt has committed every crime in the proverbial book, from the [[EvilIsPetty petty]] to the grandiose. He made several attempts at gaining WorldDomination through the use of the Cosmic Cube (killing thousands of people every time), attempted to transplant Adolf Hitler's brain into Captain America's body, tried to [[GrandTheftMe bodyjack Cap himself on several occasions]], and fought the Kingpin for control of the New York drug trade. He has manipulated the Scarlet Witch as part of a plan to [[FinalSolution exterminate the world's mutant population]], used his [[CruelAndUnusualDeath Dust of Death]] to gruesomely kill any subordinate who [[YouHaveFailedMe fails him]] or [[BadBoss looks at him funny]], and has been the mover and shaker behind countless Neo-Nazi movements, fascist governments, and terrorist cells, most notably Hydra and AIM. In a BadFuture he became GodEmperor and spent his time triggering natural disasters, then showing up to inform people that he would ''not'' be saving them. When his daughter, Sin, was born, Schmidt planned to kill her for the crime of being a girl. While in a relationship with Mother Night, he [[DomesticAbuser brutalised her constantly]]. With an end goal of reducing society to its most primitive, [[SocialDarwinist dog-eat-dog levels]], Schmidt is universally despised in both the superhero and [[EvenEvilHasStandards supervillain]] communities.
*** [[TheUltimates The Ultimate Red Skull]] (pictured above) is [[UpToEleven even WORSE]], as demonstrated in the image above. Ultimate Skull is [[spoiler:the son of Captain America]], and therefore has a version of his powers. He's a killing machine, although that doesn't sum up the [[ForTheEvulz sick delight]] he takes in what he does. His list of atrocities includes: killing two hundred people, followed by skinning his own face at the age of seventeen, training terrorists and working with numerous historical monsters, including infamous mass-murderer and cannibal Idi Amin, [[WhoShotJFK shooting Kennedy]], just to send a message, and using the Cosmic Cube to force the members of A.I.M. to eat each other. And then there's the incident in the page image: he gives a woman (later [[TheWasp the Red Wasp]]) a SadisticChoice: kill her husband with a pair of scissors or he'd kill her baby. She did it. The RedSkull then [[WouldHurtAChild chucked the baby]] [[DestinationDefenestration out a window]] and let his three thugs gang-rape her. [[ArsonMurderAndJaywalking Oh, and he also stole all of the food and drinks in their house, too]].
** Besides Skull, we have Arnim Zola, MadScientist extraordinaire. Zola was a Nazi biochemist in his human years. To escape mortality, Zola used his cybernetic brilliance to digitize himself and survive inside robotic shells to continue his experiments. One of his worst acts was to create the monstrous Hate-Monger, and afterwards he continued to complete multiple experiments for the RedSkull, his usual employer and master. Rick Remender however, shows that Zola was a monster just waiting to cut loose. When he and Captain America were lost in Dimension Z, Zola becomes its dictator, and its [[AGodAmI God.]] He inflicts horrible experiments amongst the people, overwriting their minds to be loyal to him alone and turns others into horrible mutants that he sics on those who don't accept his rule. Even his own children there are nothing but pawns, his affection to them fake to manipulate them and he is more than willing to kill them if they do not conform to his wishes. Zola, to end his long war with Captain America created a way to get back to Earth, with a bomb that would kill countless innocents before Zola sent his mutants, with the intent of overwriting the minds of the people of earth and mutating others, a process that would kill ''billions.''
* ComicBook/{{Daredevil}} has fought several abhorrent monsters, but a few have gone the extra mile.
** Besides the Kingpin, Daredevil’s ArchEnemy is [[PsychoForHire Bullseye]]. One of the world's most talented, famous and feared [[ProfessionalKiller assassins]], Bullseye has revealed he rarely spends the money from his assassinations, preferring to kill [[ForTheEvulz because of the fun involved]]. Bullseye led a string of murders and assassination that culminated in the death of his nemesis Daredevil's lover Elektra. Consumed with hatred after being defeated by Daredevil, Bullseye made it a mission to murder any of Daredevil's friends or loved ones, including his later girlfriend Karen Page. When recruited by NormanOsborn, Bullseye took advantage of his position on the Dark Avengers to torment and kill innocents on a whim. Combining sadism with [[ItsAllAboutMe twisted narcissism]] and LackOfEmpathy for anyone, Bullseye sets the standards of evil for hitmen in the Marvel-verse and serves as an inspiration to many of its killers and monsters.
** Purple Man (aka Zebediah Killgrave) might not have the most intimidating moniker, but he more than makes up for it with what he does. During his first outing he took control of Matt's girlfriend, Karen Page, and tried to rape her. He's only gotten worse since. Later on, revamped by Creator/BrianMichaelBendis in his series ''Comicbook/{{Alias}}'' into an amoral sociopath, Kilgrave defeated the young superheroine Jessica Jones and made her his mental slave, forcing her to watch him commit crimes and assist him, while he heaped physical, verbal and mental abuse on her, but stopped short of outright rape because she 'wasn't worthy' of him. Not content with humiliating her, he forced her to watch him do things like mentally order people to stop breathing when it annoyed him. He forced Jessica to stand at his bedside and watch as he used his powers to date rape women, helpless to do anything about it. Kilgrave is what happens when you give someone who thinks ItsAllAboutMe is a code to live by, remove any empathy for other beings, and give them mind control powers and a serious desire to hurt others.
** The third Mister Fear, Larry Cranston, assumed the identity of Mister Fear after the deaths of the first two holders. A college rival of Matt's, Cranston resents Matt Murdock for having done better in law school than he did, and tries to ruin his life, using fear gas to induce panic attacks in his victims. Following his return in the 90s after a lengthy hiatus, Mister Fear III triggered a prison riot with his fear gas and escaped, leaving numerous dead. He also freed SerialKiller Charles Burroughs and supervillain Molten Man, and caused them to both go on rampages, while framing Karen Page, Matt's then LoveInterest for murder to boot (he later executed Burroughs for "[[ControlFreak going off script]]"). It was during Creator/EdBrubaker's run, however, that Fear III showed just how low he could go. He provided Lily Lucca with a perfume that permanently altered her body chemistry the men around her to go insane and kill each other, promising to fix her if she aided him (he lied; there is no cure). He then used his fear gas to drive reformed supervillain Melvin Potter/Gladiator into a psychotic break, leading to the deaths of dozens after a rampage through Chinatown. While all this is going on, he takes the place of Milla Donovan—Matt's wife's—psychatrist, and drives her into a paranoid breakdown, leaving her institutionalised. This is without getting into his discovery that he can use his fear gas (which he now secretes from his pores) to force women to sleep with him, something he does many times through the arc. Effectively impossible to punish, Mister Fear III was last seen in prison, forcing the other inmates to do his work, and raping a female prison guard.
* In ''DrStrange'', Strange's ArchEnemy [[BigBad Dormammu]] is [[DimensionLord the ruler of the Dark Dimension]], where he established a dictatorship with his sister Umar, who he has attempted to destroy on more than one occasion. After Strange bested him once, Dormammu has never stopped brooding on that slight and has endlessly attempted to destroy Strange and everything he loves. The obliteration of Earth and its people have been attempted by Dormammu, but those who survive his conquests have it far worse. The Dark Dimension is run like his personal hell, the denizens enslaved and tormented constantly, with only a small resistance against him. To oppose Dormammu is to risk the endless torture of your soul should you fall into his hands alive. He remains one of the few of Strange's many otherworldly foes to have earned the sorcerer's hatred.
* ''ComicBook/GhostRider'':
** Ebenezer Laughton, known as The Scarecrow, is a longstanding enemy of Ghost Rider. Originally trained as a contortionist, Laughton found a life of crime more exciting. Sinking further into madness and depravity, the Scarecrow began to target children as murder targets, the younger the better. He once gruesomely murdered a mother and her baby with his pitchfork. Afterwards, the Scarecrow attempted a 'masterpiece' by creating a building out of human beings, stitching his victims together. Some where lucky enough to be already dead. Others weren't. When Ghost Rider confronted him, the Scarecrow attempted to blackmail him into avoiding a fight by stabbing the walls of the building, murdering the still living victim and threatening to kill more if Ghost Rider didn't surrender and let Scarecrow torture him to death.
** Zadkiel, the ArchEnemy in the Jason Aaron series, is a truly monstrous excuse for an angel. The lord of the [[EvilArmy Black Host]], Zadkiel was also the angel in charge of the Spirits of Vengeance and began to desire to use them to overthrow both God and humanity. Zadkiel subtly influenced the lives of Johnny Blaze and Dan Ketch, destroying those close to them to make them vulnerable to the Ghost Rider spirits. Zadkiel, as TheManBehindTheMan, negotiated multiple deals with demons and other monsters on earth, allowing them to prey upon those they wished, while directing his other minions to murder multiple innocents in addition to those who could prove problematic--and everyone close to them as well. Even death brought no respite as Zadkiel showed a penchant for annihilating the souls of his defeated enemies. While manipulating Danny Ketch, Zadkiel showed no remorse slaughtering and torturing his angelic brethren until he finally had the powers of the Riders and [[YouHaveOutlivedYourUsefulness banished Ketch and Blaze to earth to die in the apocalypse he would create]]. Zadkiel succeeded in conquering heaven and began to [[AGodAmI achieve omnipotence]] with his final goal to become the new God and then commence genocide on all of humanity and all other beings who didn't worship him.
* After seeing his father shoot himself during a game of RussianRoulette, ''IronMan'' villain Obadiah Stane reached two conclusions: that life was a game you had to win at, no matter the cost, and that his father was a weakling who left too much to chance. During a childhood chess match, when paired against a boy who was his equal or better, Stane slit the boy's pet dog's throat to make sure his mind wasn't on the game. Becoming a CorruptCorporateExecutive, Staned defeated Tony Stark in a corporate buyout, and engineered his psychological breakdown, reducing Tony to living on the streets as a homeless, alcoholic vagrant. When Tony returned as Iron Man, Stane wasted no time in kidnapping his friends and loved ones, going so far as to try and brainwash one of Tony's former girlfriends into becoming his lover, not out of interest, but to drive in the fact that he had won; he then set off a bomb at the Circuit Dome to kill Tony with no compunction about collateral damage. When Tony arrived to confront him, Stane revealed he'd set up a chamber with Tony's loved ones subject to receiving electric shocks should he take a step to free them, intending to force Tony to starve to death in the room. When Tony beat Stane's game, Stane played his last trump card: Tony would surrender or Stane would use his own suit to crush a [[WouldHurtAChild baby's skull]]. Once beaten, Stane opted to hurt Tony and deny him victory the only way he could: [[DrivenToSuicide suicide]].
* Mephisto, the most prominent {{Demon Lord|sAndArchdevils}} in the Marvel Universe and the most evil, is ComicBook/GhostRider's boss, but his actions spread far beyond just Ghost Rider. Mephisto powers his realm and his person by the souls he imprisons, often by making a [[DealWithTheDevil pact with the victims.]] Mephisto doesn't play fair and is fond of [[JackAssGenie ruining the wish]] by playing off ExactWords. Mephisto has been known to cure a loved one's terminal illness, only to have the beneficiary killed the next day. Not making a deal is no guarantee of safety and Mephisto has been known to torment, torture and kill those he can. In one instance, he captured the brother of an [[WorthyOpponent enemy]] of Thor to force the Thunder God to enter his domain. Mephisto had already fed his hostage to his realm's fires and contented himself with crushing Thor's spirit before sending him back to earth. During the InfinityGauntlet crisis, Mephisto chose to encourage Thanos to destroy more and more, while plotting to [[TheStarscream seize ultimate power himself.]] During [[FearItself the attack of the Serpent]], Mephisto wandered into a bar to vent to the barkeep. When the man asked to be immortal, Mephisto ground him into nothing and used his blood to write letters: words are immortal, after all. Finally, Mephisto is also a hideously [[AbusiveParents abusive father]] to his 'son' and creation Blackheart: mentally and physically torturing the younger demon until Blackheart snapped and became as dangerous as his father.
* ''PlanetHulk'' gives us Angmo-Asan, [[TheRedBaron the Red King]]. When the Hulk first challenged him, he first casually kills of the rest of a gladiatorial bout's survivors (save for Miek); and, after Hulk gains the upper hand, he [[JustYouAndMeAndMyGuards sends his guards on him]] and [[DirtyCoward shoots him in the back]]. Later, we see him firsthand casually ordering the death of people who say something against his high tributes and dismissing the complains of his peasants, because he doesn't see them as anything more than animals. During the second Arena Fight of Hulk and his Warbound, he decides to [[ScrewTheRulesIMakeThem screw the rules]] and tries to [[KillEmAll nuke them]] (together with the whole audience), which only fails because Hulk contains the blast. He even attempts to make them kill one of their Warbound-members via {{Mind Rape}}. After the heroes confront him with his crimes, he doesn't even care one bit, rolls his eyes and smugly proclaims: "Yes. I killed them. As is my Right. As is my Duty. As is [[ForTheEvulz my Pleasure]]." And when he is finally defeated, he [[TakingYouWithMe attempts to destroy the whole planet in response]]. The only way to make him remotely good was shown later when they made him into a cyborg and [[BrainwashingForTheGreaterGood programmed into behaving]]. Plus, Caeira's flashback of him as a child. In the comic, he saves her life but immediately enslaves her. In the animated film, [[IOweYouMyLife she offers her loyalty willingly]] but the kid Red King turns out to have been still just as villainous when he reveals [[spoiler:he ordered the Spike attack on Caiera's village specifically so he could capture her.]]
* Hybrid from ''RomSpaceknight'' is the mutant son of a human woman and a Dire Wraith. He took to the lessons in evil and power that his Dire Wraith tutors taught him so well that his father (who had reformed out of love for Hybrid's mother) feared that he was ''worse'' than his fellow Wraiths. Since the Dire Wraiths are a race of Complete Monsters, that's saying something. In his debut, Hybrid murders his parents, pits Rom and the X-Men against each other by [[WoundedGazelleGambit pretending to be a helpless child]], and tries to kidnap Kitty Pryde so he can ''rape'' her as part of his plan to breed an army of hybrids like himself. He also plans to do the same thing to all other female mutants. All at the age of ''fifteen''. When Hybrid shows up again in ''Comicbook/AvengersAcademy'', he is just as evil and ''more powerful''.
* ''{{Sleepwalker}}'''s ArchEnemy Cobweb is a demon that invades the minds of humans and drives them insane with his lies, all while plotting to invade and enslave the Earth, framing Sleepwalker in the process. Cobweb turned people against Sleepwalker, while corrupting their minds, all the while using invading forces to wreak havoc and devour innocents' minds. Cobweb planned to have Sleepwalker's host, Rick sheridan cross the DespairEventHorizon and betray Sleepwalker, which would allow Cobweb to turn Rick into a portal to Earth and wreak destruction there. Since the denizens of the Mindscape don't need to devour people's minds to survive, Cobweb stands out as a monster amongst his own species.
* Redstone from the ''SupremePower'' comic series is invulnerable, superstrong, has heat vision, and uses these powers to kill innocent bystanders in the most horrifically graphic ways imaginable. He tears off limbs, hurls cars, boils people in swimming pools with his heat vision, threatens Los Angeles with a nuclear bomb while having the most pleasant facial expression imaginable. No wonder Hyperion wants to kill him. Essentially, Superman without a conscience and with an extremely violent and depraved personality ''before'' gaining his power
* [[NamesToRunAwayFrom Malekith the Accursed]], one of the foes of ''ComicBook/TheMightyThor,'' is the [[TheCaligula cruel ruler of the dark elves of Svartleheim, whom even his people hate and fear]]. Serving as the harbinger of Surtur, Malekith hunts for the [[ArtifactOfDoom Casket of Ancient Winters]], murdering any who get in his way. Malekith in his spare time also hunts down goodhearted, virtuous people, and devours their souls as [[EvilTastesGood the souls of the virtuous are a delicacy for him]]. When he grows to hate Thor, Malekith is too happy to sacrifice or torture his own people to get at the Thunder God and unleashed the Casket of Ancient Winters to plunge Earth into a frozen wasteland to hurt Thor and unleash Surtur. Malekith plans to let Surtur burn every realm, with no care if his fellow Dark Elves are caught in the blaze, as long as he profits from it. Even after his death, the Dark Elves view him as a despised figure.
* Created by Dr. Henry Pym, [[Characters/MastersOfEvilUltronMembers Ultron]] gained a malignant intelligence and came to the conclusion that morality was irrelevant and humanity was flawed. To this end, Ultron sought to destroy or replace humanity with androids like himself. Ultron created androids such as The Vision and Jocasta as a surrogate son and bride, but both rejected his monstrosity, resulting in Ultron attempting to kill them on multiple occasions. When an alternate model turned good and embraced Pym as its father, Ultron destroyed it out of disgust. After creating his new son, Victor Mancha, Ultron mind controlled him to make him murder his friends and executed Victor's mother in front of him. In other instances, Ultron would take over a country and massacre the population, using the corpses to form a model of his face large enough to see from space. While typically a threat limited to earth, Ultron's intelligence was absorbed by and then took over the Phalanx in ''Annihilation Conquest before ruthlessly conquering and assimilating the Kree Empire, destroying and torturing all those who would resist. A fully self aware being, Ultron simultaneously believe himself to be above humanity while succumbing to the worst of human emotion, ego and cruelty and directed his Phalanx army at earth, vowing to destroy it solely to spite his 'father, ' Dr. Pym. For Hank, the worst thing about Ultron is that its thought patterns are based on Hank's own mind. Hank really doesn't like what that might imply about him.
* Belaric Marcosa from ''ComicBook/WerewolfByNight'' was a shockingly dark villain for even a 70s [[TheBronzeAgeOfComicBooks Bronze Age]] Marvel horror series. In life, Marcosa was [[AristocratsAreEvil an evil aristocrat]] who lured victims to his manor to use dark sorcery to drive them into 'lewd depravity' before he sucked their lives and souls out before having them murder one another for his amusement. He then kept their souls trapped in his manor. After his death, Marcosa had more victims lured to the manor so he could torture them as well, playing dark mind games and driving his victims to distrust and murder one another before revealing himself and attempting to add their souls to his collection.
* Baron Wolfgang von Strucker, NickFury's ArchEnemy (as well as frequent rival of ComicBook/CaptainAmerica, ComicBook/IronMan, and Franchise/TheAvengers), has the dubious honor of being both a [[ThoseWackyNazis Nazi war criminal]] and an international terrorist as the leader of ComicBook/{{HYDRA}}. Zola, to end his long war with Captain America created a way to get back to Earth, with a bomb that would kill countless innocents before Zola sent his mutants, with the intent of overwriting the minds of the people of earth and mutating others, a process that would kill ''billions.''

** The third Mister Fear, Larry Cranston, assumed the identity of Mister Fear after the deaths of the first two holders. A college rival of Matt's, Cranston resents Matt Murdock for having done better in law school than he did, and tries to ruin his life, using fear gas to induce panic attacks in his victims. Following his return in the 90s after a lengthy hiatus, Mister Fear III triggered a prison riot with his fear gas and escaped, leaving numerous dead. He also freed SerialKiller Charles Burroughs and supervillain Molten Man, and caused them to both go on rampages, while framing Karen Page, Matt's then LoveInterest for murder to boot (he later executed Burroughs for "[[ControlFreak going off script]]"). It was during EdBrubaker's run, however, that Fear III showed just how low he could go. He provided Lily Lucca with a perfume that permanently altered her body chemistry the men around her to go insane and kill each other, promising to fix her if she aided him (he lied; there is no cure). He then used his fear gas to drive reformed supervillain Melvin Potter/Gladiator into a psychotic break, leading to the deaths of dozens after a rampage through Chinatown. While all this is going on, he takes the place of Milla Donovan—Matt's wife's—psychatrist, and drives her into a paranoid breakdown, leaving her institutionalised. This is without getting into his discovery that he can use his fear gas (which he now secretes from his pores) to force women to sleep with him, something he does many times through the arc. Effectively impossible to punish, Mister Fear III was last seen in prison, forcing the other inmates to do his work, and raping a female prison guard.

Brought BackFromTheDead in the nineties, Norman revealed that he had been the mastermind behind the Clone Saga, buried Aunt May alive and killed Peter's clone, Ben Reilly, while gloating that he could now remember all the crimes he'd committed as the Goblin and was proud of them. Since then, he has gone on to be a major player in the Marvelverse, masterminding the creation of the [[ComicBook/DarkReign Dark Avengers]]. During this time period, he kept the Sentry in line via drug addiction (then had his wife killed), planned to have the caputred Songbird decapitated (so that he could mount her head on the wall and masturbate to it), and deliberately triggered a war with Asgard by having the U-Foes attack Agardian warrior [[BoisterousBruiser Volstaag]] in a football stadium, resulting in thousands of casualties. * Amahl Farouk was a powerful mutant who made his living as a crime lord, using children as pickpockets or prostitutes. After being defeated by Charles Xavier and locked in the astral plane, he became far worse. Taking the alias "The Shadow King", Farouk became a being of psychic malice. Not content to remain on the astral plane, Farouk consistently possesses others with psychic energy, and then enacts a game of destroying them mentally. He often forces them to indulge in the sickest desires he can imagine, or that he finds in their subconscious, leaving them awareness to see that they are doing such horrible things, but that they even enjoy it. Farouk enjoys psychic torture as a hobby, and seeks to corrupt the hearts and minds of every human he can, with MindRape being both an art and enjoyable past time to him. Recently, Farouk was the one to reveal to the young boy who might grow to be Apocalypse that his life was a lie and he was the destined destroyer. Being Farouk, he mocked him the entire time about how his life was a worthless simulation, and showed utter glee in awakening the one to commit genocide on humanity.
* Nathaniel Essex, alias Mister Sinister. A nineteenth century [[EvilutionaryBiologist eugenicist]] who believed that people should be bred in order to produce superhumans, Essex was approached by [[DealWithTheDevil Apocalypse]], who granted him near-immortality, [[HealingFactor regenerative]], and [[PsychicPowers psionic powers]]. Betraying Apocalypse, Sinister struck out on his own. Recognizing his own genetic handiwork in some of the Morloks, a group of street-dwelling mutants, Sinister hired [[PsychoForHire the Marauders]] to exterminate them, because he viewed their existence as plagiarism. Obsessed with Scott Summers' bloodline, Sinister cloned Jean Grey, and sent the clone, Madelyne Pryor, to have a child with Scott, so that he might then steal the child. He later tried to use the High Evolutionary space station in order to alter the genetics of the entire planet; failing in this endeavor, Sinister later sent out the Marauders to murder everyone who knew about the dark future where Apocalypse ruled the world. On another occasion he merged with the Dreaming Celestial and transformed the entire population of San Francisco into clones of himself. At another time, Sinister, then part of the Weapon X project, promised to free the project's prisoners from the concentration camp they were held in, only to turn around and use them as part of his own experiments. Concerned only with his mad genetic theories, Sinister has worked with everyone from [[ThoseWackyNazis Mengele]] to Apocalypse in the interest of furthering his research, and making himself the dominant life form on Earth.
* En Sabah Nur, alias Apocalypse. An Ancient Egyptian shapeshifter with a SocialDarwinist streak, Apocalypse is one of the oldest, and most evil mutants in existence. Believing that the strong must dominate the weak, Apocalypse aims to test humanity. Those who survive the process will be allowed to live as his servants, those who fail, die. Apocalypse has a history of granting powers to other unscrupulous individuals, transforming Nathaniel Essex into the mad genetecist Mister Sinister (in exchange for Sinister agreeing to unleash a plague that would exterminate most of humanity), and empowering terrorist leader Moses Magnum, in exchange for the latter winnowing out the strong from the weak. His other crimes include, [[WouldHurtAChild infecting the infant Cable with a technorganic virus]], turning Cable's clone, Stryfe, into the monster he is today, trying to force humanity to reduce its own population by ninety percent or face the wrath of another metaplague, and effectively killilng Stryfe by [[GrandTheftMe bodyjacking him]]. That's without getting into the BadFuture, where he rules most of the world and has effectively run it into the ground, or the Age of Apocalypse timeline, where he devastated North America with nuclear weapons, reduced the human population in purges, and gave free reign to likeminded psychopaths Sinister, Holocaust, and Mikhail Rasputin, effectively destroying civilisation. Believing wholeheartedly that those he conisders weak must be slain, Apocalypse is well-deserving of his name.
* Selene, sometime Black Queen of the Hellfire Club is one of the few mutants to be older than Apocalypse, and one of the few who can match his evil. A psychic vampire, Selene survives by draining the minds of other beings into herself, a move which brainwashes those she only preys on a little, and kills those she drains completely. She's also possessed of a phenomenal [[AGodAmI god complex]], and has repeatedly tried to attain godhood, and has forced others to worship her. Her crimes include trying to psychically devour the entire city of Rome, using mind control to force the citizens of Nova Roma to worship her as a goddess, trying to kill her own descendant, Magma, successfully killing her loyal servant Eli Bard, manipulating Wither, an otherwise good kid, into descending into [[OmnicidalManiac omnicidal mania]] while pretending to love him, promising the Upstarts prizes if they committed enough murders, repeatedly trying to [[GrandTheftMe bodyjack]] Rachel Summers, and enslaving the souls of all Genosha's dead. A seemingly immortal parasite, Selene set the standard for all future Queens of the Hellfire Club to follow.
* [[Characters/{{X-MenVillains}} Fabian Cortez]] deserves a spot on this list. He was part of the defunct Upstarts, a group of rich, bored dilettante mutants that hunted and killed other mutants for points and bragging rights (the competition was set up by Selene to test possible recruits for the Hellfire Club). In his first outing, he puts together the Acolytes and seeks out Magneto in order to sway him back towards taking an antagonistic stance against humanity again. When Magneto is wounded, Cortez uses his own powers to seemingly heal him and boost his power at the same time whilst making Mags dependent on the “treatments” like a drug (and possibly making Mags more emotionally unstable, which would account for much of his behavior during “Fatal Attractions”). His machinations lead to the U.S. and Russia destroying Asteroid M with a plasma cannon, and the deaths of his entire first group of Acolytes (what makes that worse is that one of them was his ''own damn sister'', and yet he never acknowledges that, nor does he show any signs of remorse or grief), whilst he flees with a triumphant smile on his face. When Magneto turns out not to be dead and he loses his top spot in the Upstarts competition, his response is to go to Genosha and inspire the mutants there to rise up against their oppressive human government, causing a bloody civil war. At the same time, he kidnaps Magneto’s infant granddaughter (and replaces her with a shapeshifting mutant suicide bomber in an attempt to kill as many of the Avengers as possible) so he can use her as a ''human shield'' against her parents and grandfather, the X-Men, the Avengers, and Exodus. When Magneto is given rule of Genosha, he grants Cortez a place on his cabinet in exchange for regular rejuvenating treatments (Magneto’s powers are in decline at this time). As soon as Mags learns of hidden technology in Genosha that can restore his power levels again, Cortez predictably betrays him again by amping up ex-Acolytes to send against him. Not only an extreme mutant supremacist, a terrorist, a coward, a user, and a backstabber, Cortez also committed his most despicable crimes to ''score points in a competition''.
* While Wolverine rejects the savage, animal side of him, another mutant embraces it. Victor "Sabretooth" Creed has reveled in his savagery ever since he was a boy, when his original origin story was that he killed and ate his parents. Sabretooth became a mercenary after, though he commits multiple murders for his own pleasure as well as profit. Sabretooth is known for making a game of hunting down women and children before killing and eating them. One issue of ''Deadpool'' revealed that, after slaughtering a large group of people, he had a little girl locked in his closet as a snack for later. Sabretooth once joined XFactor, though he was revealed to be faking a HeelFaceTurn to ensure a psychic dependence on an addiction was removed and promptly attempted to murder those he could. Most recently, Sabretooth found himself as an unlikely father figure to Wolverine's amoral son Daken. The reason? Sabretooth played off Daken's desire for fatherly affection and drove him towarda confrontation with his father solely to hurt Wolverine more after he was forced to kill Daken. Every affection he ever had for Daken was a lie: Sabretooth would have killed Daken himself, but wanted the death to be at Wolverine's hands for maximum agony. For decades, Sabretooth has reveled in his monstrosity. He mixes his sadism with a brutal cunning and intellect, and is revealed to remember every life he's ever ended because he savours every death he deals.
* [[Characters/{{X-MenVillains}} Omega Red]]. The man was a Soviet soldier stationed at a small town who started murdering from sheer ''boredom''. His fellow soldiers shot him in the back of the head when they caught him. The Russian government learned he survived and [[TooDumbtoLive recommended him for the Soviet supersoldier project]], which he apparently only survived due to his evil and mean nature. To survive carbonadium poisoning, he drains the life forces of those around him, even when a cure is available. It was at one point implied that he was a pedophile, though thankfully, writers seem to have forgotten it (Red was, by this point, developing into ''too'' dark a figure). He later turned on and killed several of his employers working for the Hand for the reason that they irritated him. In his presently final issue, he ends up in a regular Russian prison and taunts a prisoner dying of HIV/AIDS by calling him worthless. He later casually kills [[AssholeVictim Wildchild]] by impaling him through the chest and dumping him in molten lava.
* [[SinisterMinister Reverend]] [[Characters/{{X-MenVillains}} William Stryker]], the founder of the Purifiers. The Purifiers are an organization of religious fanatics who believe mutants are an affront to God. Their first appearance opens with them gunning down a nine year old girl and eleven year old boy. Stryker's crusade began when he killed his baby mutant son...and then broke his wife's neck for giving birth to a "monster." He tries to brainwash Professor Xavier so he'll kill every mutant on the planet and murders his second-in-command when it becomes clear she has the mutant gene. His own guards even turn on him when he tries to kill Kitty Pryde on live TV.
* [[Characters/{{X-MenVillains}} Donald Pierce]], the cyborg leader of the Reavers. Pierce was a member of the Hellfire Club for a time, but is really a psychotic, raving bigot who's also a serial killer of mutants. His hatred motivated him to turn people into Cyborgs to kill more mutants. What makes Pierce the worst, though? Pierce knows if he goes after guys like Wolverine, Cyclops, Magneto, or Havok, he's going to get his ass kicked...so he targets baby and child mutants who can't fight back like they can. Pierce is a vile, spiteful, cowardly bully so filled with hate, his last words before Cyclops kills him is to say he's just sorry he won't be around to see the Mutant Race destroyed. The one time he went after Wolverine it was with the help of Lady Deathstrike and the Reavers; they ambushed Wolverine, beat him down, then crucified him in the Australian desert and tortured him. If not for Jubilee, Logan would surely have died; as it was, the ordeal severely taxed his healing factor and screwed up his mental state for months of {{Comic Book Time}} (but years of our time). Pierce can actually claim to be among those who have come closest to killing Wolverine, and in such a horrific way that the son of a bitch ''belongs'' on this list.
* Potentially viler than all of the above is incredibly minor villain Johnston Coffin, featured in four obscure issues of ''GenerationX''. He's wanted by SHIELD for crimes against humanity, but instead somehow finds himself employed by the US Government. With the government's blessing, he builds a HellholePrison where he "fixes" disobedient teenagers, many of which had only said or thought something disobedient. What really puts him over the line, though, are his "Special Children" - kids from his first HellholePrison in the '[=70s=], whom he's wired up to huge cyborg bodies and uses as security. They've been that way so long, it's implied [[AndIMustScream in perpetual agony]], that their bodies have actually begun to rot. He also has half a human mounted on his wall, is implied to be a rapist, and carries around the skull of a child he shot in the head everywhere he goes.
* The {{Ultimate X-Men}} has Magneto, in a marked change from his usual NobleDemon status. Sometimes he makes ''[[Comicbook/{{New X-Men}} Grant Morrison's Magneto]]'' look shy. For a start, though RetCon gave him his more familiar background, originally Ultimate Magneto came from a wealthy American family and was never on the receiving end of a genocide or any sort of prejudice, meaning initially he didn't even a FreudianExcuse for his actions and was even ''more'' of an arrogant dick [[note]]the RetCon is that he was adopted, and did live through a genocide, though probably a more modern one than the Holocaust (that, or he is a liar)[[/note]]. No WellIntentionedExtremist AntiVillain as the mainstream one is, ''this'' Magneto is an {{abusive parent|s}} who once broke his own son's ''legs'' for challenging him; is a true [[MasterRace mutant supremacist]] who believes that mutants should replace humanity rather than merely be protected from them (in fact, he's even implied to have been [[ImAHumanitarian eating humans at different points]]); and has, on several occasions, attempted to [[KillAllHumans eradicate the human race]] and [[TakeOverTheWorld rule over a post-apocalyptic mutant utopia]] in the aftermath as an extension of this creed. He is savagely ruthless to his enemies and, here, is the one who crippled Charles Xavier, because the latter had started to realize [[YoureInsane he was insane]]. He rules the Brotherhood of Mutants like a cult and encourages them to murder as many humans as possible, [[WouldHurtAChild children included]], and has organized several terrorist attacks with high body counts.
* While {{Wolverine}} has clashed with several of the above, including [[SovietRussiaUkraineAndSoOn Omega]] [[SerialKiller Red]], [[CyberneticsEatYourSoul Donald Pierce]], and especially ArchEnemy [[EvilCounterpart Sabretooth]], he also has his own villains.
** The Founder is the BigBad of Jason Aaron's run. In the 1920s, The Founder was the young son of a notorious robber-baron whose workers went on strike. The father brought in thugs from the Pinkertons to control the strike, killing many workers. The workers hired Wolverine to fight the thugs. In response to this, the robber-baron murdered the head of the union. In responser to that, Wolverine killed the robber-baron, whose son swore revenge and dedicated the rest of his life to learning everything, everything about Wolverine. Over the years he recruited many others with perceived or real grievances against Logan, forming the cult called the Red Right Hand. When a member tried to leave the group, he forced her to smother to death a helpless old woman ([[RevengeByProxy Sabretooth's mother]], as it turns out). In the modern day the Founder, now an old man, decided to act against Wolverine personally. He and the other members sold their souls to the hell-lord Marduk Kurios, in return for damning Wolverine to Hell and allowing a demon to possess his body. They then let the demon and their bodyguards, the Mongrels, loose on anyone who had ever been kind to Logan, ever (killing John Wraith, Silver Samurai, and [[JokerImmunity temporarily]], Mystique). Once Wolverine got out of Hell and back into his body, he chased after the Founder and the Red Right Hand, killing the Mongrels along the way, only to find that the cult had already committed suicide. The Founder left a tape-recorded confession for Wolverine, though, in which he revealed that he never intended Wolverine to die, oh no. He wanted him to win. Why? Because the Mongrels were Wolverine’s long-forgotten illegitimate children. Even though Wolverine defeated his enemies, [[TheBadGuyWins the bad guy decidedly won.]] In the narration for his flashback (provided by him), he mentioned how much he enjoyed what an evil man his father was. To him, the ability to brutalize others is a sign that a person is "strong."
** Tomi Shishido, the Gorgon, fully lives up to his name [[FateWorsethanDeath by turning people (especially girls) into living statues]], which he uses for ''decoration''. His villainous career started [[EnfantTerrible very early]], when he founded the ''Dawn of the White Light'', a mutant surpremacy group which put even the Brotherhood to shame. At the age of 18, he slaughtered his entire family in order to prove himself worthy of joining the Hand. His [[MoralEventHorizon by far most heinous act]] was when he brainwashed Wolverine into a servant of HYDRA and sent him on a brutal killing spree, which caused several dozen innocent deaths, among them [[CListFodder the Hornet]] and Northstar, which haunts Logan to the present day. He also has absolutely no problems with [[WouldHurtAChild killing children]], which he showed when murdering Phobos.
** From the ''Wolverine: The Best There Is'' limited series comes the enigmatic Mr. Winsor, alias [[WalkingWasteland Contagion]]. Born from a [[SelfDemonstrating/DoctorDoom Latverian]] eugenics program, Winsor's body contained every single disease known to man, which he trained himself to be able to release at will. Killing all the other children born from the program, Winsor struck out on his own, acquiring the services of numerous nearly-immortal individuals as both enforcers and test subjects, whom he would infect over and over again with his diseases in order to make them stronger and more deadly. Winsor used his abused son, deformed from exposure to his father's diseases, as bait to acquire Wolverine for his experiments under pretense of wanting to use his research to cure his son's condition, knowing Logan, as a FriendToAllChildren, would never refuse the offer. Ultimately, however, he revealed his true motive: in making his diseases stronger and stronger he hoped to engineer one that could kill absolutely anything, which he would then unleash on the world and then the entire universe via a stolen spaceship. When his followers ceased being useful, he subjected then to AndIMustScream to ensure they would not rebel. With evil plans unmatched in scale for an Earth-based villain, Contagion more than makes up for his brief tenure in the comics with his cruelty.
* [[MorallyAmbiguousDoctorate Dr. Zander Rice]] is one of the lead scientists of Weapon X's {{X-23}} project. He has [[TykeBomb X-23]] kept in a padded room except during training sessions or assassination missions, almost kills her with radiation poisoning to trigger her healing factor at the ''age of seven'', and surgically removes her natural claws one at a time, coats them with adamantium, then re-implants them (all of this ''without anaesthesia'') at the same age. He develops a pheromone "trigger" that activates her berserker rage and uses it to get X-23 to kill her martial arts instructor, and leaves her behind on a mission to be killed after he murders the other members of the team so he can claim they were taking fire and had to retreat. After X-23 shows back up alive, Rice then manipulates the head of the X-23 project, who had raised Rice after his father's death, into granting Rice control of the project, at which point Rice then sends X-23 to kill the man, his wife, and son - even though Rice knows the boy is ''his'' son, from an affair between Rice and the wife before her marriage (X-23 leaves the child alive). Upon taking over the project, he begins the development of embryos X-24 through X-50, which he intends to sell to the highest bidders, and then taints the one remaining person X-23 cares about, the project scientist who was her surrogate mother, with the trigger pheromone, which causes X-23 to fatally injure the woman - just as she was about to take X-23 and disappear after destroying the project complex. [[FreudianExcuse Rice's reasoning for all of this?]] His father, who worked on the original (Wolverine) Weapon X project was killed by Wolverine when he escaped, and [[RevengeByProxy Rice held X-23, who is Logan's genetic double, responsible for Wolverine's killing of his father.]]

* The Purple Man, real name Zebediah Kilgrave's power is mind control. How he uses it is utterly despicable. Revamped by Creator/BrianMichaelBendis in his series ''Comicbook/{{Alias}}'' into an amoral sociopath, Kilgrave defeated the young superheroine Jessica Jones and made her his mental slave, forcing her to watch him commit crimes and assist him, while he heaped physical, verbal and mental abuse on her, but stopped short of outright rape because she 'wasn't worthy' of him. Not content with humiliating her, he forced her to watch him do things like mentally order people to stop breathing when it annoyed him. He forced Jessica to stand at his bedside and watch as he used his powers to date rape women, helpless to do anything about it. Kilgrave is what happens when you give someone who thinks ItsAllAboutMe is a code to live by, remove any empathy for other beings, and give them mind control powers and a serious desire to hurt others.
* From the comic book adaptation of ''Literature/AnitaBlake' we have Dominga Salvador, aka the Senora. In order to stop the rampage of a zombie killer, Anita tries to enlist the aid of this powerful voodoo priestess, but discovers she has been taking souls and forcing them back into their dead bodies to stop the process of rotting, but at the cost of leaving the souls painfully aware of their situation in an AndIMustScream scenario. To prove her theory, she explains to Anita how she returned the soul to a zombie, then took it out to leave it to rot, then put it back into the body to see if it will stop decaying. Not only does she use these zombies to make money in the prostitution ring, under the excuse that she has legal possession of the bodies from families who paid to see them suffer, but plans to sell her knowledge to the highest bidder.

Following his return in the 90s after a lengthy hiatus, Mister Fear III triggered a prison riot with his fear gas and escaped, leaving numerous dead. He also freed SerialKiller Charles Burroughs and supervillain Molten Man, and caused them to both go on rampages, while framing Karen Page, Matt's then LoveInterest for murder to boot (he later executed Burroughs for "[[ControlFreak going off script]]"). It was during EdBrubaker's run, however, that Fear III showed just how low he could go. He provided Lily Lucca with a perfume that permanently altered her body chemistry the men around her to go insane and kill each other, promising to fix her if she aided him (he lied; there is no cure). He then used his fear gas to drive reformed supervillain Melvin Potter/Gladiator into a psychotic break, leading to the deaths of dozens after a rampage through Chinatown. While all this is going on, he takes the place of Milla Donovan—Matt's wife's—psychatrist, and drives her into a paranoid breakdown, leaving her institutionalised. This is without getting into his discovery that he can use his fear gas (which he now secretes from his pores) to force women to sleep with him, something he does many times through the arc. Effectively impossible to punish, Mister Fear III was last seen in prison, forcing the other inmates to do his work, and raping a female prison guard.
