Yakou is exactly as capable as one would expect of a fully grown adult, so he would more likely fall under Bitch In Sheeps Clothing than anything else. But the game is very ambiguous about the details of his mindset whilst committing murder. And Makoto is known to be the CEO of a major corporation, not someone anyone would write off as harmless.
