Also Arthur seems like he was also answering for some other people, saying he'll make them "have the stomach for it", meaning make them understand the extreme measures that has to be taken by the Blackwells to ensure their goals. Also Jack said that "they" were being cheap by not hiring a secondary team.
  • I think Arthur was the main guy bribing and using others on his payroll. As to "they" being "cheap", perhaps Arthur thought that the Blackwells were capable enough on their own and didn't want to risk more exposure by having too many hired killers running around. If it weren't for Connor getting away, the Blackwells would have succeeded. On the other hand, the Blackwells aren't exactly the most objective duo in terms of costs.
  • Another thing, I don't think anyone expected the death of the DA and the gas explosion to reach the news so quickly, let alone that Owen would just happen to be watching, put two-and-two together and flee.
