As to "they" being "cheap", perhaps Arthur thought that the Blackwells were capable enough on their own and didn't want to risk more exposure by having too many hired killers running around. If it weren't for Connor getting away, the Blackwells would have succeeded. On the other hand, the Blackwells aren't exactly the most objective duo in terms of costs.
