Headscratchers / Santa with Muscles

• Why do the ATMs in this films universe use thumbprint identification (which exist today, but I'm 100 percent sure didn't in 1996)? There's no indication the film takes place in the future, and the only reason for their existence is to set up the plot where Lenny steals a glass with Thorn's thumbprint to hack his bank account. Could they not have just used a less ridiculous way of getting this plot point in? (To name one just off the top of my head, Thorn could have trouble remembering numbers for whatever reason, and keep a paper with his PIN in his pocket, which could fall out and get picked up by Lenny.)
• Why do even the adults think Blake is the real Santa? Even if they somehow didn't notice he looks exactly like a famous bodybuilder, wouldn't their first thought be that he must be some crazy guy who thinks he's Santa, rather than the real deal?
