While Pac-Man chomping Orson at the end of the original game and the bad ending in Re-Pac seems like a jerk move, it makes perfect sense from Pac-Man's view. Orson, disguised as Toc-Man, ruined Pac-Man's birthday party, kidnapped his family and friends, and tried to take Pac-Man's identity, and his only justification when Pac-Man has him dead to rights is "Nobody loves a ghost". No wonder Pac-Man decides to chomp him.
