Zurin Arctus is considered a Dragonborn in both the SE and LE version of the modnote in the LE version of the game, his gloves are used in the formation of Qahnaarin's Grasp; in the SE version, his ring is used in place of the Moon and Star, whereas the Dovahkiin creates Qahnaarinss Grasp from scratch, despite the fact that no records say he's a Dragonborn. However, one theory about the Underking (which he's stated to be in some legends) is that the Underking's soul is a fusion of Zurin Arctus and King Wulfharth - the latter of whom is considered by a few people to be a Dragonborn in the same vein as Tiber Septim; while the mod officially considers Zurin alone to be the Underkingnote as evident by the player having a separate encounter with Wulfharth, it's likely a nod to that theory.
Similarly, the presence of the Moon and Star in the LE Visage might seem odd...until you remember the Nerevarine was sent as a representative of the Empire...what's their symbol again?
Not only that, the Nerevarine was outright referred to as Dragon-born in one of the prophecies in Morrowind. The in-game interpretation is that this means being born under the sign of the Dragon, the Imperial sign, but in the context of later games' usage of Dragonborn...
