Rhaenyra's musings during her conversation/proposal with Daemon about not wanting to be a tyrant make a lot more sense once the audience finds out that the plan is for Laenor to fake his death. The tyranny she refers to isn’t just the rumors that she had him killed, but the fact that the plan requires the callous murder of a completely innocent servant to furnish the body that the plot requires. Murdering commoners for the sake of the convenience of the elite's political games is the behavior of a tyrant, and Rhaenyra knows it.
