The fragment of the Eighth Doctor mentions that he doesn't do robes, hence being the only fragment not wearing one. The robes the other Doctors are wearing actually look vaguely similar to the robe worn by the Master in the TV movie. Couple that with how the end of the Eighth Doctor's life saw the beginning of the Time War, and it becomes very reasonable that he wouldn't fancy robes like the kind worn by Gallifreyan elites during a truly horrific event.
With the knowledge of the Cyberium in his head, of course the Master would know how to make a working clone of Ashad and more Cyber-Masters.
The Master's powers, specifically inhuman physiology and hypnosis, mesh rather neatly with Rasputin's legend — even if it's not clear in-universe where Rasputin ends and the Master begins.
Tegan trying to climb down a long ladder and almost slipping is terrifying on its own. But it gets even worse when you remember that she had to watch the Fourth Doctor die by falling off a radar tower. No wonder she didn't want to jump off a building with Ace!
