Among the reasons Hotaru freaked out when she found out Yori's true identity while Rei and Ami didn't, one goes unstated. Among the Senshi, Rei and Ami are used to keeping their identities secret, which includes deceiving their friends and loved ones. Thus, when they learn Yori's true identity, they know what it's like to be in that position; the difference with Yori is more one of degree than of kind. Hotaru, however, is raised by two other Senshi, and had no friends outside the group. Therefore, she is not experienced with the necessity of deceiving people she actually cares about.
Yori and Chou's style of being a magical girl is practically unheard of in the time of the Sailor Senshi, with them using martial arts and 'bunker buster' level attacks to eliminate the monsters if they need to. However, a few years later, Nagisa and Honoka will be arriving and that's exactly their MO, right down to Marble Screw having similar power scaling to the Duck Pond 'technique'.
