Actually, Keyes notes in "Crow's Nest" that at the very least, Truth's fleet did commit to a bombardment that caused "severe" "terrestrial casualties"; basically, even if the Covenant didn't commit to a full-out glassing, it's still implied that they were subjecting large parts of Earth to plasma bombardment (even if at a lower power setting than what a full glassing would require).


** Even in-story, he canonically [[WhatAnIdiot started an invasion of a city that would have likely been fine otherwise and got thousands of people killed]], including his [[spoiler: own brother]], so you might not feel bad for him.



** The story as a whole is this. Due to what was likely a lack of communication between him and Bungie, BrianMichaelBendis was apparently under the assumption that the Covenant were glassing Earth (They weren't glassing any of it.)
