    Freed's Division 

Freed, Imperial Guerilla Division Commander

The main protagonist, a demon talented and respected enough to command his own hand-picked group of elite units. When he gets the opportunity to breach the barrier separating the islandic Baldr Empire from the mainland of Philias, his ambition drives him to conquer some territory and establish his own country.
  • Villain Protagonist: He's the focal character, who is not only conquering territory and corrupting goddesses, but is also doing so for his own gain instead of for the empire he served.

Hilda, the Dark Dancer

The staff officer for Freed's division. There are two sides to her: the demure dancer that inspires the troops and is always standing by Freed's side, and the poisonous spellcaster that manipulates others and wishes to become Freed's mistress.

Ragu, Loyal Vassal

A mischievous, but not dim-witted, orc that organizes the monsters in Freed's division. Despite being a jokester, his strength in battle should not be underestimated.
  • Pig Man: Due to the Venus Blood series' Bizarre Sexual Dimorphism, while female orc soldiers just look like humans with pig ears, Ragu looks like an armored, obese pig standing on his hind legs.

Fane, the Treasurer

The financial officer for Freed's division, whose life was once saved by Freed, leading her to study hard in order to work alongside him and repay his kindness. Although she is the youngest officer, her mental acuity and amazing memory help her keep up with Freed's stronger subordinates.
  • I Owe You My Life: She's dedicated herself to helping Freed ever since Freed rescued her.

    The Baldr Empire 

Morrigan, the Goddess of Darkness

The leader of the Baldr Empire, whose charisma and sheer power is unparalleled.
  • God Save Us from the Queen!: Freed deciding to claim Philias for himself instead of for her leads to conflict, and she's even more dangerous than any of her elite subordinates.

Princess Nea, the Demon Beast Warrior

One of the Empire's Four Heavenly Kings, having noble blood and dominion over monsters. Despite being in a higher position than Freed, she feels the need to constantly antagonize him. She's also a hedonist that's easily bored.
  • Elite Four: She's one of the Empire's Four Heavenly Kings.
  • The Hedonist: She's noted to be one in her official description.

Deirdre of the Blue Sword

One of the Empire's Four Heavenly Kings, who wields powerful ice magic and is skilled at swordsmanship. She values discipline over all else, and is responsible for organizing the military's regiments.
  • Elite Four: She's one of the Empire's Four Heavenly Kings.

Fanegas, the Lion Lord

One of the Empire's Four Heavenly Kings, who earned his position by being a veteran of many wars. As a Beast Man that values meritocracy, he's willing to fight alongside anyone from any race as long as they have talent.
  • Beast Man: He appears to be an anthropomorphic lion.
  • Elite Four: He's one of the Empire's Four Heavenly Kings.

Dordna, King of the Dead

The prime minister of Baldr, who also serves as one of the Four Heavenly Kings. Despite his fondness for beauty, he's shrewd at his job, and coordinates the military's movements all across the empire.
  • Elite Four: He's one of the Empire's Four Heavenly Kings.
  • Vampire Monarch: He hails from an ancient aristocratic family of them.

    Goddesses of Philias 

Arianrhod, the Earth Goddess

The war goddess who protects Artemesia, the northwest territory of Philias. She is admired by her followers for her compassion, but shows her inner fury when dealing with invading demons.
  • Knightly Sword and Shield: She is a war goddess, but one that prioritizes the protection of those that worship her, and her signature weapons are a sword and shield (even in her Corrupted state).

Ildana, the Light Goddess

The goddess of order, whose domain is the kingdom of Habels in the north of Philias. As the one with the most innate divine power, she is responsible for maintaining the barrier that wards the land from demons, but worries that it's gradually weakening.
  • Barrier Maiden: She's the reason that the land of Philias had yet to be invaded in the game's backstory.
  • Became Their Own Antithesis: If she's Corrupted by Freed and debased in public, her original reputation will be tarnished, so she decides to embrace debauchery and become the goddess of freedom.

Tsukuyomi, the Water Goddess

The goddess of fertility, whose domain is the Eight State Empire of Philias' southeast.
  • The Alcoholic: She always has a bottle of sake on hand even before she's Corrupted, though she's nearly always drunk after her fall.

Maris, the Fire Goddess

The goddess of development, whose domain is the industrial Republic of Roveria of Philias' southwest.
  • Token Mini-Moe: She's as old and as powerful as the other goddesses, but has the most youthful appearance of the group.

Zirnitra, the Wind Goddess

The goddess of wisdom, whose domain is the federation of Utland in Philias' mountainous central region.
