Terra Incognita introduces a number of characters that aren't in Ebott's Wake, and it gives a couple other characters way more spotlight. Only those are here; the others are at Characters.Ebotts Wake.

    Banner, Banner, and Paulson 
The go-to lawyers for monsters, thanks to Frisk picking them to help with general integration in Terra Incognita.
  • The Ghost: They get mentioned in Ebott's Wake, but they never show up there. Averted in Terra Incognita and Legacy of the Magi.
  • Irony: Simon Paulson has more in common with each of the Banner brothers than they do with each other.
  • No Full Name Given: Neither of the Banner brothers has a stated first name—they're always referred to as "the elder Banner brother" or "the younger Banner brother."
  • Unseen No More: After only being mentioned by name in Ebott's Wake, they show up plenty in Terra Incognita and make an appearance in Legacy of the Magi.

    Government Agents 
A pair of extremely similar Overt Operatives. Their names are Jack Brown and John Black. They look nearly identical except for the fact that Agent Brown has black hair, while Agent Black has brown hair.
  • The Dividual: Downplayed. Their appearances are nigh-identical aside from their hair, and they don't get much independent characterization, but they do act independently of each other.
  • Overt Operative: Their defining characteristic. Dave Greene figures them out in less than two minutes of interacting with them; the rest of the town isn't far behind. Justified as, by Agent Black's own admission, they're little more than "two accountants with badges and pistol range certificates."
  • Red Oni, Blue Oni: To the limited extent that they're characterized separately, Agent Black seems to be the Red Oni of the pair. He's the one who tries and fails to kick his way into an All Fine Labs shed in Terra Incognita as well as the one who keeps on using the Conveniently Unguarded Ventilation Shafts in Legacy of the Magi.

    Walter Metzinger 
Chairman of the Ebott's Wake City Council and, later, Grand Poobah thereof as well. Also Mary Metzinger's father and
  • Ascended Extra: He shows up in Ebott's Wake, but he only has dialogue in one scene there. Here, he gets a lot more screen time and characterization.
  • Reasonable Authority Figure: In the city council, he seems to be the one trying to move things forward rather than hold things up. When he first meets the monsters, he's as dumbstruck as anybody, but he nevertheless does his best to help monsters integrate into human society.
  • Sitcom Arch-Nemesis: With Hal Greene. The two of them loathe each other, and nobody knows why, not even Metzinger's daughter, Mary.
