Zetta was once the most powerful overlord in the Netherworld. Due to a prophecy from the Sacred Tome that foretold of its destruction by his hands (which he accelerates by ''burning the book''), Zetta loses his body and binds his soul to the Sacred Tome in order to save himself. Since he can no longer conquer the Netherworld by himself, he has to wish into existence a horde of PlayerMooks to do his work for him.

* ATasteOfPower: At the start of the game, he's level 2000 and has a small collection of sword and dagger techs. After that, though....

Pram is the snarky Oracle who predicted the death of the Netherworld. She spends most of her time alternating between trying to help Zetta get his body back and mocking him for his stupidity (sometimes these two overlap).

* BlackEyesOfCrazy: Subverted in that she's quite sane, but the sclera of her eyes is black.
* BlueOni: To Zetta's red. Also an inspiration for her character design, with cat ears placed like double horns and a slightly bluish tint to her white hair. However, that's only on the surface. Pram is actually one of the more short-tempered characters if insulted.
* CatGirl: It's not obvious in her standard portrait, but those are cat ears on her head. Her [[ true form]], shown at the end of the game, makes it more explicit, giving her Nekomata-like claws and a tail.
* ChainedByFashion: Wears manacles on her wrists for no good reason.
* TheChessmaster: It's pretty clear from the beginning that's she manipulating Zetta to some end (and reveling in it as the narrator). Carries over when she appears in other games. Anyone with potential is seen as a new "toy" for her to play with.

* BadassGrandpa: One of the oldest Overlords ever. While he's well past his prime now, when Zetta fights him when he was at full strength, he was ''still'' an old man.
* BishounenLine: Fights by turning into a human-sized entity, likely because his regular form is too big to fit on any of the game's maps.
* BlackEyesOfCrazy / RedEyesTakeWarning: In both of his forms, but especially noticeable in his human form.
* DimensionLord: In his prime, Babylon ruled the entire universe. Too bad The One put an end to his reign.

Alex is the God of Destruction, and has developed a fierce ongoing rivalry with Zetta. Most of the time, he's directly tried to kill Zetta himself, but other times, he's employed the help of the Thunder God Raiden to do his work for him.

* AllThereInTheManual: See the little child next to Alex in the game's credits? That's his little sister, who has no passing or mention in the actual game.
* AndThenWhat: In one of the bad endings, Alex [[spoiler:actually winds up destroying everything in his attempt to find an opponent as strong as Zetta. He didn't, and realized that in achieving victory over Zetta, he doomed himself to an empty and wasted life.]]
* BigOlEyebrows: Keeping with his "thunder god" theme, he's got the big, comma-shaped eyebrows you'd expect from many depictions of Raiden, the Japanese god of thunder. (Ironically, Raiden himself does not.)

* HotBlooded: Just as much as Zetta. It's also why Zetta trusts Alex when he says he doesn't know a thing about the Sacred Tome. Alex is too much of a straight-shooter to lie, even to his rival.

All of his offensive stats and Aptitudes are about as strong as those of third-tier PlayerMooks; (TEC is his worst attacking stat) and his Weapon Fortes (Spear, Drum, Nunchaku, Fan) are all over the place. His only saving grace is his high HP Aptitude, which gives him Tank potential. His build makes him mediocre in every way.
* MeaninglessVillainVictory: In one of the bad endings. [[spoiler:He kills Zetta and then realizes soon after just how hollow victory is without Zetta around to flaunt it to.]]
* TheRival: Alex works far more like a shonen hero's rival than an actual villain.

Seedle is the God of the Underworld. As Zetta himself puts it, "He was a kind, brave Samurai until he got lost in the Underworld, where he kicked enough ass to become head honcho."

* BigBad: [[spoiler:Probably the closest to one in the game. He has no real role in the plot, however, until he tries to kill Salome.]]

* EvilSoundsDeep: In the English version. In the Japanese, he's a tenor that practically ''leers'' every word.

* KnightOfCerebus: He doesn't have any of the comedic quirks the other characters have. When funny things happen, he's either completely absent or ignoring it.

The Star Overlord Valvoga is often summoned into Netherworlds to fight would-be heroes as a "final boss". Valvolga consists of three independently-speaking parts: Micky, the head and torso; Ophelia, the upper body; and Dryzen, the lower body. Micky is supposed to be the brains of the group, but is often bullied into doing what Ophelia and Dryzen want because he's too timid.

* AerithAndBob: Even amongst Valvolga, Micky's name is really silly when compared to Ophelia and Dryzen.
* AmbiguouslyGay: Micky. His frightened animation is similar to a girl being afraid of a mouse and his English voice is given a gay lisp.
* AxCrazy: Dryzen.
* BishonenLine: [[spoiler:After his post-game battle, Micky takes over as the one being Valvoga and becomes a smaller and more defined version of himself, although Ophelia and Dryzen still exists in his mind.]]
* BoisterousBruiser: Dryzen.
* BonusBoss: If Zetta musters up the {{mana}}, he can wish to fight Valvoga. Valvoga is also the BonusBoss for ''VideoGame/ZettaiHeroProject''.

* NiceGuy: Despite being the main body of a PhysicalGod Ultimate Overlord, Micky is easily one of the nicest and most sane characters in the game. Too bad he's so spineless.
* NoIndoorVoice: Dryzen.
* OffscreenMomentOfAwesome: Later games of the NIS [[TheMultiverse multiverse]] states that Valvoga was the one who killed Overlord Baal for good, the supposedly unkillable overlord. How this impossible feat happened is left up to our imagination. [[spoiler:Though, Disgaea 4 contradicts this by having Baal appear anyway, albeit as free DLC]].
* OneWingedAngel: Valvolga's design is intended to be evocative of the final forms many final bosses transform into most [=RPGs=]. Ironically, his own final form hits the BishonenLine, becoming much smaller and humanoid than the evil god form he normally appears as.
* PhysicalGod: It seems he got promoted after Baal's defeat; Valvoga dropped the ''Dark Lord'' rank from ''VideoGame/MakaiKingdom'' and became ''Demon God'' in ''VideoGame/ZettaiHeroProject''.
* PunchClockVillain: His description implies that he's this, since it says he's a popular 'final boss' despite actually being a pretty nice guy.
* SplitPersonality: Although all three halves are presented as independent beings, and [[spoiler:Ophelia supposedly being ''the one'']] might avert this; Micky finally voicing his opinion in his BonusBoss fight implies this trope, stating that ''he'' is Valvoga and the other two should do as he say; also, [[spoiler:Valvoga's true form only resembles Micky; no traits from Ophelia and Dryzen are seen]].

King Drake III is, uh...a "special" kind of Overlord. Most of the other Overlords don't think too highly of him, because he does a lot more talking and scheming than he's actually capable of.

* BoisterousBruiser: Talks the talk. Completely fails at walking the walk.
* BlackEyesOfCrazy: His eyes are similar to Pram's. Unlike Pram, he is a bit crazy.
* ButtMonkey: Not a single person takes him seriously and every single scheme he comes up with ends in failure. The only thing anyone is remotely interested in is his rather silly "true form".
* DirtyCoward: Tries to sneak a wish into the tome while Zetta's asleep to win control of the Netherworlds, and then runs away crying when he's caught and called out as a coward for it.
* HarmlessVillain: No one takes him seriously because of this, despite most of the rest of the Overlords being mostly harmless {{Noble Demon}}s themselves. He's a very unsuccessful schemer and very weak in a fight. The most he can do is attempt to talk a big game and run home crying when his plans crumble.
* IncomingHam: His entrance, which involves a boisterous speech, plenty of flexing, and explosions.

He'd make a great meat shield if this was a game in which defensive units could block the passage of enemies, but alas, this isn't one.

Trenia is a mysterious girl who appeared when Zetta's soul was bound to the Sacred Tome. She appears to be goofy and aloof most of the time, giving cryptic warnings to the other Overlords one minute, and casually strolling along and chasing after butterflies the next. [[spoiler:The reason she is able to walk out and about among the Overlords even though no one has ever seen her before is because she is actually the spirit of the Sacred Tome, who was pushed out the instant Zetta confined himself to it.]]

* CloudCuckoolander: She is utterly unfazed by everything that goes on around her (including death threats) and will happily chase butterflies in the cosmic void at the drop of a hat.
* CurtainsMatchTheWindow: A cool aqua blue pair of eyes to match her RapunzelHair.

A new character starring in the [[AnotherSideAnotherStory extra scenario]] called “Papa is the Strongest Overlord” in the port of Makai Kingdom for the PSP. She claims to be Zetta's daughter, [[spoiler:which is confirmed in her mode. She has gone back in time to prevent the prophecy of Zetta destroying his own Netherworld and himself, as it would erase her own existence. Also, Salome is implied to be her mom.]] Petta also went HD in the 6th {{DLC}} pack for ''VideoGame/Disgaea4APromiseUnforgotten''.
