- Meaningful Name: A Mulligan is a second chance to perform an action, usually after the first chance went wrong through bad luck or a blunder. He is one of the leaders of Phoenix, responsible for carrying out their plan. This involved getting the entire Phoenix network killed, so that he could get promoted to the top spot and take a bomb straight to the Legislators.
- Mole in Charge: The lynchpin of Phoenix's plan is to get him promoted high enough so that he is allowed access to the Legislators' bunker. Once this happens, he doesn't waste any time and takes an invisible alien bomb with him when he goes down to meet them.
