Generally used in the Trope Launch Pad, this means that the person originating that topic wants to write any resulting article themself, so this is a polite way of saying "Hands off, this is mine to write up and launch when I think it's ready.".
This is the default state of TLP, and doesn't technically convey any new information — but sometimes the reminder is necessary.
A draft that has been abandoned for two months or longer still becomes Up for Grabs, even if the sponsor once said "no launching".
