Fail Shep's trip to Ilos is interrupted when the Council forces him to return to the Citadel so they can do what Obstructive Bureaucrats do best: use "politics" to prevent heroes from doing their jobs.
Fortunately, Captain Anderson has a plan. He can override the Council's lockdown on the Normandy from one of two locations: the heavily guarded Citadel Control, or Ambassador Udina's unguarded office. At Fail Shep's recommendation, Anderson goes for Citadel Control and gets shot for his trouble. Fortunately, Anderson cannot be killed by bullets.
At Ilos, Fail Shep encounters a Prothean Virtual Intelligence which tells him that Saren has used a miniature Mass Relay on Ilos to teleport into the Citadel, where he will bring the Reapers back. Fail Shep and co. go through this Relay to confront Saren.
