The classic example is any time a doctor says words to the effect of "this may sting a bit" just before doing something excruciatingly painful to the patient. Also sometimes done by torturers to be cruelly sarcastic. Different from Major Injury Underreaction in that it's a second party depreciating the pain they inflict, not the person suffering it. Examples needed.
