As revealed by his former colleague and friend Arthur Hobbs, Roarke had applied for an open vacancy at the Arkansas Court of Appeals, but was denied due to JNE (Judicial Nominees Evaluation) surveys revealing allegations of sexual harassment, bribes, and improper bias. Instead of taking responsibility, Roarke took his rage out on the people he thinks halted his success because of their own.
