Justified from the story's standpoint: They needed to show how awesome Conan truly is compared to the adults and authorities.
23* DarkAndTroubledPast: His first case was dealing with a SerialKiller who targeted high school girls wearing long skirts. He would meet his future wife who, angry by the police and their inaction, would make herself a decoy to draw out the killer; as such, a young Megure was assigned as her bodyguard. Midori's plan worked, and while the killer was caught, it left both her and Megure (especially the former) with severe wounds and a lot of trauma for Megure.

He had another flare up in the early 2010s, when meeting Sera, Akai, and Amuro caused him to make several comments on just how many detectives there were in Beika.
