** FridgeLogic: A security measure would only need updating once people learned to evade it, and it wouldn't even ''occur'' to a healthy, well-treated Member that it's possible to go somewhere without scanning. Therefore advancements in scanner technology might be a low priority, since the primary objective would simply be to track the population, rather than to restrict their movements.
