Everyone should be allowed to suggest punishments for them, even if they had nothing to do with the situation- and people who are overly biased can suggest punishments too. Everyone gets the same amount of pocket money, which sounds fine, except that everyone has to hand over their own money for it to be evenly divided and they're not given a choice, even if they really needed that money or it was given to them for a specific purpose. Anyone who refuses to give over their money is punished, and the text treats them as selfish and unreasonable for not wanting to participate.
