Zeta's first anti-terrorism mission was to pose as an innocent man associated with terrorists, which required him to be around the man's family. Upon seeing the life in the man's family--particularly, seeing his daughter ride a bike for the first time,he had a HeelFaceTurn, since while being innocent is one thing, depriving someone of a happy life is out of the question.
