* WhatCouldHaveBeen: At the Glow, the FEV experiment holodisk reveals that the scientists tested the virus on raccoons, among other animals. When the virus caused the test subjects to become intelligent enough to escape from the laboratory, the guards hunted them down and exterminated them, but "two pairs were unaccounted for". Design documents for the game reveal that these mutated raccoons, literate and capable of speaking English, would've appeared in the game as a remote village of Noble Savages the player would've visited while looking for the Glow, but the concept was scrapped to meet development deadlines and because the devs didn't feel it was Fallout enough.

* WhatCouldHaveBeen: At One of the Glow, concepts dropped from the game during development to meet release deadlines was a race of FEV-mutated NobleSavage raccoons, descended from two pairs of FEV test subjects that escaped from the research facility that ended up as the Glow. It was scrapped because to the devs, the idea didn't feel Fallout enough; as such, the only hint left in the game about their existence is the FEV experiment holodisk reveals at the Glow mentioning that the scientists tested when the virus on raccoons, among other animals. When the virus caused made the test subjects to become intelligent smart enough to escape from the laboratory, the guards hunted them down and exterminated them, but "two two pairs were remained unaccounted for". * MemeticLoser: Ian is the first companion in the game and is quite useful during early-game areas such as the radscorpion cave and Vault 15. Unfortunately, many players will soon forget this thanks to his unfortunate tendency to IJustShotMarvinInTheFace shoot the Vault Dweller in the back if you give him an SMG.

** Killian Darkwater is only relevant in Junktown, but he stands out for being a ReasonableAuthorityFigure played by Creator/RichardDeanAnderson, looks like him and having a very cool name.

* HellIsThatNoise: Pretty much the entire soundtrack. It is very good at setting the mood that you are in a destroyed world with having songs that are very much atonal, giving a very unnerving effect.

* HilariousInHindsight: It's possible to convince Harry the super mutant that you're a highly advanced robot that simply looks like a human. Fast-forward to Fallout 3 and Fallout 4, where such things are commonplace in the Commonwealth.

** Dogmeat was so well-received that he returned as a SecretCharacter in VideoGame/Fallout 2 and had an IdenticalGrandson in VideoGame/Fallout 3 and in Fallout 4.
** Despite his high standing in The Unity, the Lieutenant really isn't that important to the plot and you can easily bypass him, but his appearance, distinctive personality and casting makes him a popular and memorable character.

** Unprepared players can easily run into the Super Mutants and find themselves imprisoned in jail, with the Lieutenant sneering at them and no easy way to get out.

** When at the end.
* UncannyValley: The animated cutscenes where characters talk can look strange looking for new players due to characters using clay models. A clearly deliberate extreme example though is who not only looks vaguely human, but has four different voices that shifts even in the same sentence based on what he says. They're the calm and dominant male, aggressive and robotic male and kindly female.
