When the virus caused the test subjects to become intelligent enough to escape from the laboratory, the guards hunted them down and exterminated them, but "two pairs were unaccounted for". Design documents for the game reveal that these mutated raccoons, literate and capable of speaking English, would've appeared in the game as a remote village of {{Noble Savage}}s the player would've visited while looking for the Glow, but the concept was scrapped to meet development deadlines and because the devs didn't feel it was ''Fallout'' enough.
