A cruel, violent bully, he terrorizes Fagin when he starts to fall behind on his rent at his apartment, and certainly isn't above physically attacking him, at one point for [[EvilIsPetty spitting on his expensive suit]]. He also runs an illegal dog-fighting ring and is perfectly happy with the idea of selling off most of the gang-including Dodger's half-siblings, who are just ''puppies''-to the fights.
** Ruscoe. The estranged son of Roscoe and leader of a dog gang called the Purebreds, he affects a [[FauxAffablyEvil smarmy, smug demeanor]], and [[FantasticRacism despises "half-breed" dogs]]; while he isn't so much upset that [[YouKilledMyFather Dodger killed his father]], he only wants to get revenge on him, purely for the sake of maintaining his image; he also leads a vicious gangland war between the street dogs, which ends in multiple injuries and deaths.
