Gaiman was never shy about stating yes, the Sandman series took place (at least partially) in the mainsteam DCU. The stuff with the J.L.I., Element Girl dying, Prez, Lyta Trevor/Fury, even Darkseid's cameo in ''The Wake" were all explicitly intended by him to show that the series is still connected, if not limited to the main DCU.
