He could have ended up as part of the resistance and provided a lot of EvilVsEvil conflict or gotten a redemption arc, but he vanishes from the story long before the narrators reach Haven and it is never even revealed what happens to him or his family.
** Many Prentisstown citizens who could have made interesting and potentially conflicted recurring enforcers of the Mayor only get a scene or two, like Mr. Phelps (a NervousWreck who misses his wife but is still a dangerous soldier) and Seb Mundy (who is only a bit older than Todd and was his playmate before being forced to kill their teacher for his initiation into the army).
