Just because Bob think his game is "the greatest game ever made", even if the executive shares the sentiment, the customers might think otherwise. In fact, a game based on one person's rage against Nintendo is niche at best and an AudienceAlienatingPremise at worst. There is also the risk of companies coincidentally coming up with the same "great ideas" and having someone who submitted that same idea earlier sue the company over "copyright infringement", which means that companies normally have a policy of not looking at outside ideas.
