Or, for that matter, why Diesel's crew can't be replaced with a crew that's actually responsible; Diesel can't exactly be unemployed without being sent to the scrapyard, which would be a major case of DisproportionateRetribution even for as much trouble as Diesel causes, but his crew should have been fired after the first time Diesel's antics caused problems for the railway company.
