I've had time to think about the justifications for Dimitri's conclusion. Sanaki is an outlier, not a general rule - teenagers in Fodlan like Edelgard and Dimitri have regents, not administrative power. It's also not logical to assume Dimitri would consider a ruler from a completely different world with no readily apparent connection to Fodlan. Finally, it's worth pointing out that Sanaki was basically intended to be a figurehead while the Senate held the actual power. As for Edelgard's current authority in the Empire, her entire power base hinges on those who slither in the dark and she only becomes ruler in her own right after either being crowned with their approval (Three Houses) or overthrowing them in a coup (Warriors: Three Hopes).

Edelgard being "just a thirteen year old girl" is not a reasonable defense, as not only have there been characters in FE at that age or younger who have had significant impact/decisions/influence (Sanaki), but Edelgard herself was able to grant Jeritza countless privileges around the same time period. Similarly, we have many young characters in this game and across the series perfectly capable of murder. While we don't know how much she was involved in the Tragedy, her age should not be a factor.
