Eventually, Trout's heinous crimes become exposed, allowing Murphy to take the opportunity to put Trout into custody.

** Subverted in the ending, when Murphy rescues the bears from the wildfire, but not before handcuffing Trout to the rail after having enough of his abusive and heinous nature. And knowing fully well of Trout's complete negligence of the reserve's eletrificed fence that caused the wildfire and his willingness to leave the bears to die in there, Murphy wastes no time getting his officers to place Trout under arrest on multiple charges of animal cruelty and abuse of power; even assuring to the bears that they won't be bother by Trout anymore.

* RatedMForManly: Jacked-Up Kangaroo is this, being a buff kangaroo. Subverted a bit when he laments the fact people can't see him more than just a buff kangaroo. Possibly extends to the other second kangaroo.
