If they were meant to give Kevin superpowers, they had all the time to do so since they keep visiting the same town without EVER giving Kevin superpowers (they provided lights for Kevin's impromptu homecoming dance at the end of "Saturday Homecoming Fever" and nothing else, for instance. Kevin's Theme Song Takeover also actively goes against the notion that Kevin was supposed to get superpowers, as they explicitly tell Kevin that they're not giving him superpowers. Finally, the ending of "Oakey Dokey" doesn't actually imply at all that Kevin was supposed to get superpowers; the fact that they're giving Lauren and Lyle (and later La Cebolla, and possibly a bouncy castle as well) superpowers to do evil instead of good, would INSTEAD imply that they have ulterior motives for giving these random citizens superpowers, which is again indicated at the end of "U.F. UH-OH". So far, there isn't ANY evidence that Kevin was supposed to get superpowers, only Kevin thinks he got skipped over by accident.
