It's part of the Franchise/{{Arrowverse}} and will be the second animated series to be set in that universe. It will focurs on Ray Terril (a.k.a the Ray) who, while investigatin a secret project of government officials attempting to use light as a weapon of mass destruction got caught. The head of the project exposed Ray to the "genetic time bomb" but instead of killing him it gave him light-based powers. Realiying he could actuallz stop crimes instead of just reporting about them he decided to join Uncle Sam and the Freedom Fighters to fight crime and oppression.

The series is also going to be notable in that it's the first superheroes series where the title character is a member of the LGBT community.
