The "Cat in the Hat" is actually the neighborhood drug dealer, Sally and Nick are two kids addicted to drugs, and they hallucinate a fantastical world where they learn neat stuff, but in reality, the dealer is just driving them in his car between his deals and the "neat things" he tells them are actually government conspiracy theories.
