Take a close look at the Splatoon Direct when they introduce the Sunken Scrolls. This of course says two things: the turf wars were going on for centuries in the Inklings' world and presumably used to be for holy rituals (like, say, Mesoamerican court ball), and Judd has been judging these games for just as long. This at the very least helps explain how Judd got to be so accurate with counting the percentage of ink that covers the stage, though it also implies that he wasn't so fat back then.

Judd himself will turn out to have been either a sleeper agent sent to Inkopolis to gauge the Inklings' ability to fight, thus why he judges the multiplayer matches, and report back, but eventually starts to see Inkopolis and wishes to help defend it against his own kind; or becomes a staunch ally from the getgo, having fled his homeland having foresaw the coming food crisis and traveled the world to find solutions for it before settling in Inkopolis.
