Given that Pedro has been showing similarities and contrasts between Gold and Red, there's a good chance Pedro is setting up a similar event for Quilava to evolve at the Mahogany Town's Rocket Base like how Charmeleon evolved at the Game Corner Rocket Base.

* Confirmed beyond a shadow of doubt. In Episode 23, we have some flashbacks of Jasmine and May playing together under Norman's watch, and of May moving to Hoenn eight years ago. Jasmine also stated that May has a full set of eight badges from Hoenn, with Silver then lamenting that May is just like Red and Blue who both have eight badges while Silver himself has no badges and Gold imposing on himself the challenge of obtaining sixteen badges. This brings in the posibility that May is the champion of Hoenn since both Red and Blue are champions.

She's aware thanks to Silver that something fishy is going on in the Radio Tower, and Team Rocket is shown to be very wary of her - to the point they increase the power of the radio waves when she returns to her gym. Either Team Rocket will attempt to kidnap/neutralize her, and she'll be a BadassInDistress by the time Gold reaches the Radio Tower (or a DamselOutOfDistress). Or she'll team up with Gold and Kris to root out Team Rocket.
