None of the fake ads seem remotely targeted to kids. From what we see of the show, it seems like it would appeal to the intended child audience, while also being campy enough to appeal to hipsters and surreal enough to appeal to stoners... And there's definite evidence that the latter two demographics exist in Pawnee. Additionally, Mouse Rat was depicted as being pretty popular, so there could be some crossover, explaining why one of the in-universe ads aired during the show is for a Mouse Rat documentary. Fans of Andy's old band either had kids of their own and watched the show with them, or they heard the guy who sang "Sex Hair" had a kids show now and got curious.

Greg would be in his late forties by that time, and while he will have matured somewhat, it's unlikely he'll ever grow out of wanting to twist Leslie's tail. That said, he'd still be a better Mayor than Jamm or Dexhart would have been.

Pawnee is shown to have horrible and horrific history. From numerous atrocities its citizens committed against the native americans and women that lived there to tragedies that killed hundreds as well to its numerous racist, sexist, and homophobic laws. Even in the present, the town once you get past the nice looks and such is shown to be a pretty crappy place to leave that is filled with generally unpleasant people. The people in charge range from corrupt to completely incompetent. A lot of it seems to actually to bother a whole lot of people less then it should
In Stephen King's It there are numerous chapters detailing the horrific history of Derry and its heavily implied that the towns awful history had been influenced by the titular creature of Pennywise. In the book it is explained that adults can't see pennywise or ignore the numerous child murders that would bring in national headlines.
Pawnee might have a creature very similar to pennywise that secretly dwells in the town and been influencing its history and the people in it. Since everyone in the cast is an full grown adult it makes sense for them not to notice the odd and awful things going on in its history and town.

Let's face it, April and Ron have ''serious'' father/daughter vibes about their relationship. In addition we know April's mom is a huge Duke Silver fan. It is possible that, 20 years before the show they had a one night stand and 9 months later... along came April. As the show goes on, April gets used to the cameras and bored with her act, so she starts to act more like herself. The videogame AnimalCrossing New Leaf, features a perky {{adorkable}} friendly (yellow) dog named Isabelle who is a secretary for the mayor (The player) and does all she can to improve the town by adding (By the mayor's request) bridges and sculptures, and turning a crappy run-down downtown area into a bustling beautiful place to behold. And deals with social issues among the townspeople. I can safely assume that Leslie and Isabelle are alternates. Their names are even two letters away from being anagrams.
