The possibility of a sequel has previously been doubtful due to the film's box office performance, and slated only possible if a larger studio bought DreamWorks.

At the film's end, he mentions that he never had a family before meeting the herdies so it's possible that RJ was an orphan, having to learn how to get food on his own and believing that he only had to look out for himself to survive

It IS a pretty large leap in logic to think a disguised skunk would pass as a black cat of some type. Let alone work as a good distraction. But if he had seen it in action with some long gone partner(s) in crime, then of course he would think of it then. Much to the luck of the family, and especially Stella and Tiger.
