There are many things that speak against her being a truly good ruler. She might have been a good mother and wife, and be genuinely mourned in her own circles, but beyond that, people are probably glad to have someone else in her place.

Cases in point:
* She has left a rather important dispute with Ixion completely unresolved, despite the fact that there are multipld options to deal with it quickly. And those are only the options Elodie knows of, and Fidelia has been on the throne for much longer.
* If you have the printing press and choose to print a memorial for the late queen, your commoner approval drops significantly. It seemed that the general masses weren't very fond her, despite propaganda telling otherwise.
* Her death. It wasn't in a duel, as we know from Lore later on, but surely having ruled for so long she'd know how to get to know of and avoid assassination attempts. Both her close Lumen confidants claim they have no idea. Unless, of course, a lot of people near her simply turned a blind eye...
* In the few weeks that Elodie is studying, people come to her asking support with some groundbreaking projects, like said printing press and a hospital. Why didn't they ask funding from Fidelia? Maybe because they knew she wouldn't care.
* The monster infested past capital. Lumens acting in tandem can sink fleets and bury cities. Why not join forces with a few to wipe it off the face of Nova once and for all in some way, instead letting it sit there and escaped monsters eat people?

Fidelia chose to make a compromise. It's possible that they're sympathetic to the plight of hidden noble Lumens and will keep it a secret even in dire situations, such as Julianna not outing Selene even when discussing the naval battle. It's possible Duke Paulus thought Julianna was better equipped to handle the ostracism that comes with openly being a Lumen and decided to leave his crystal and duchy to her. Alternatively, Ignatius made it clear that he didn't want to live as a social pariah by taking up his father's crystal, so his father denied him the duchy.
