Hell Is That Noise was turned IUEO because of TRS. Removing examples that lack these requirements or context.

Even by the standards of a government encouraging mass suicides, the brodcast is rather strange. For instance, how come Lyndon B. Johnson of all people was ok with official mass suicide? Why go to the trouble of finding cheerful backgrounds for the brodcast when you're going to play the worlds most horrifically distorted recoding of "Star Spangled banner?. Why bother creating an entirely new department of government when you could just use the Department of Defense? On top of that, the Victory Positions is almost designed to get you infected by the Moon. One possibility is that the broadcast wasn't made by the government, but by the Moon entities. They could have gained a basic understanding of the cultures of the Earth nations and broadcasted them en masses. The reason why the broadcast feels like a morbid parody of 1950s public service announcements is because it is basically a morbid parody of 1950s Public service announcements .

The moon symbolism is highly suspect -- "HIS THRONE" is actually a codeword used to refer to the leaders of the vampire and werewolf communities. All those mysterious broadcast interruptions, most of them involving the moon in some way? Buncha hooey, they're actually faked by the U.S. government to turn the public against those who use the moon to unleash their true selves, regardless of whether or not they're evil. The threat in Contingency? They're either going to suck your blood under moonlight, or howl at the moon and hunt for humans to maim or infect. "Show for Children" is a propaganda short designed to teach children to be afraid of the creatures of the night.

*Then why did the bird thing experience the exact opposite of what the skeleton experienced? And if this theory is true, then does that mean the skeleton is still alive?

When taking those into account, the general plotline almost reads like "lost episodes" for Arthur and Wile E. Coyote... and the art shifts and morbid tone directly echo a classic creepypasta surrounding a "lost" WesternAnimation/MickeyMouse cartoon.
