We know that Rudy ended up at SI because he couldn't keep his pants up, sleeping with the wrong City Councilman's daughter. We know that in ''Grave Peril'', he is fiercely devoted to/protective of Murphy, giving Dresden an IfYouDoAnythingToHurtHer speech that Dresden brushes off. We also know that by his next appearance, he's acting like she's poison and loathes her - and Dresden - to an irrational degree. Now, part of it is probably just because he reacted very badly to the supernatural. Part of it, though, might have another explanation. When he finds Dresden and Murphy tangled up in a hug and having fallen over in ''Changes'', he snarls that he always knew that there was something going on there. Conclusion: Rudy had a thing for Murphy, asked her out and got overprotective and got put firmly in his place, and went from loving her to loathing her. With Dresden, his hatred was magnified because he saw Dresden as the competition who had 'stolen' the object of his affections.

* The real-life Tolkien was certainly an illustrator and creator of fantasy worlds, and his White Council bears a certain resemblance to Butcher's, meaning that in-universe, Tolkien found out about the White Council and modeled his on it (which may have been a subtle jab at Langtry if he deliberately modelled Saruman after him). Since a normal human would've been getting on in age, he faked his death and moved to America, figuring that no one would put two and two together through simple refuge in audacity.
** Even better? In real life, Tolkien died in 1973. Reverse that, and those are the numbers from the Ring poem. Conclusion? Tolkien deliberately chose that year to fake his deah.

She knows (because Ebenezar wrote it down) that Harry's made a connection with Demonreach. And it's not a stretch to imagine that she knows about Mab's interest in him as well. There's no other particular reason for her to order Kincaid to shoot Harry in the chest instead of the head. Put it all together, and you realize she was pulling a BatmanGambit on Mab and Demonreach!

Langtry is described as always having a plan, a backup plan, and an ace in the hole. Now, clearly he knows that the Black Council exists, and needs to deal with them. His plan was to draw them out by seeing who instigated the vote against Harry and carefully watching who voted against him. His backup plan is, now that Harry is [[spoiler: out of the White Council]], to let the Winter Knight/Warden of Demonreach/Wizard of Chicago/all-round nuisance with a record of surviving the un-survivable and beating the unbeatable to draw out the Black Council and deal with them. While it's never stated that he knows Ebenezar has founded the Grey Council, they've known each other for 300 years. He certainly knows Eb is Up To Something (and he probably doesn't ''want'' to know the details, for plausible deniability reasons). The Grey Council is his ace in the hole.

He knows it's possible to confine people there now, and he's been wishing for years that there was some alternative to execution for warlocks who've become too dangerous to leave on the loose. Now that he knows it's workable, he'll capture and confine the ones who aren't truly deserving of death, despite their partial corruption, in the hope that one day it'll be possible to break their Black Magic addictions or at least strip them of their power: until then, at least it's a better fate than decapitation.
