Well he had a soft spot for Rui and thought Enmu's sadism gave him potential. Kyogai however attempted to actually work his way back into the 12 Kizuki instead of begging Muzan for more power like Rokuro did. Muzan might've known that Kyogai was more diligent and maybe because of this decided to simply boot him.

However, all the Hashira minus Giyu, Sanemi, and Tengen have fallen in battle, Genya, Tamayo, and Kagaya are also dead, and Tanjiro is left crippled after recovering from Muzan's attempt to turn him into his successor. Plus, if the Demon Slayer Mark curse were to still take in effect, then Giyu, Sanemi, and Tanjiro will die at 25.

* With the climax of the story in place, Muzan and the Upper Moons left are not playing around. With Shinobu, Genya, and Muuichirou dead, nobody is safe from the carnage. At the very least, the 5 main characters shown on the color page on chapter 152 will survive the events of the arc.
