Remember that Fury thinks he's targeted for racial profiling since he's a black man driving an expensive and tricked-out SUV and the cops are white. Take into account the number of times in 2014 and 2015 where black men were killed by white police officers and many accused the police in these cases of racial profiling. HYDRA engineered this over-the-top police ambush because they wanted the public to think Fury was attacked by corrupt police officers because he was black. My theory also goes that Michael Brown, Eric Garner, Tamir Rice, and Freddie Grey were secret HYDRA agents and they were given secret orders to get themselves accosted by the cops and provoke the officers into using force on them.

The animated series ''WesternAnimation/WhatIf2020'' has Natasha and Clint finding another A.I. copy of Zola in an alternate timeline where Ultron won but the events of ''Captain America: The Winter Soldier'' played out exact as it did in the Sacred Timeline. And it's stated that there were many Zola copies made but the nuclear holocaust destroyed all but one, which is enough for Zola to cooperate with the surviving Avengers out of fear. Considering that Zola shows no fear when he's about to be blown up by the missile yet is otherwise a DirtyCoward, it stands to reason he made several copies of himself hidden away in various HYDRA locations, waiting for the right time to emerge.

He didn't just want the Arc Reactor and Iron Man tech to make a lot of money off of, he wanted them for HYDRA's use, as Stern did! He could even have been responsible for Tony's parents' deaths himself, so as to bring Stark Industries under his control.
