I highly suspect the show's creators drew it up like this.

[[WMG: These are the adventure of Bluey in Dog Heaven]]
Once upon a time there was an Australian Cattle Dog in Australia named Bluey[[https://en.wikipedia.org/wiki/Bluey_(dog)]], who was the oldest dog to ever live (until very recently). There was also a Labrador Retriever/Australian Cattle Dog mix named Chilla, who may have been the oldest dog to ever live (32 years old) although this was never verified. After Bluey finally died, she went to heaven, as [[AscendToAHigherPlaneOfExistence all dogs go to heaven]], becoming the daughter of Chilla, now 'Chilli'. These are her stories.

[[WMG:Missy is adopted or has a step-mum.]]
In the episode 'Pass the Parcel' we see Missy's Mum, and instead of being an Aussie Terrier like Missy, she German Spitz. All the other parents so far have been the same breed as their children (even Bandit and Chilli are still technically the same breed as both their children) and the only example of a mixed-race couple so far is Rad and Frisky.

Bluey has a brief but distinctly Muffin-like outburst in "Cubby", leading to the realization, listening back through much of the series, that Muffin does sound rather like Bluey putting on a voice. Not unprecedented, as one of the few identified child actors in the series plays both Judo and Chloe, but quite a bit more impressive if true, as the two cousins are constantly interacting with one another.

* Soft confirmed in the episode "Dragon." Chilli tells Bluey about her mother, and how she encouraged her to keep drawing horses. Bluey says she sounds nice, and Chilli says "she '''was'''." Also, Chilli parting with her horse in the story seems to be a metaphor for her mother's death.

This case of mistaken identity could possibly explain why Bandit is so sure that their paths crossed but Chilli doesn't remember it happening at all. Also worth mentioning: the girl in Bandit's story is wearing a full She-Ra costume. In Brandy's first physical appearance on the show ("Onesies"), she brings Bluey and Bingo full-body animal costumes. Perhaps Brandy remembered how much she enjoyed cosplay as a little girl, and thus, the onesies seemed like a great gift for her nieces?

[[WMG: It was a young Brandy--NOT Chilli--who freed Bandit from the jinx in "Fairytale"]]
Keep in mind that Bandit's story is his recollection of something that happened 30+ years ago, and in real life, memory is notoriously unreliable. Also keep in mind that, while Chilli and Brandy certainly aren't identical, they DO resemble one another (including having similar coat patterns and coloration). Thus, it's possible that Bandit encountered a different red healer girl with orange, cream, and brown fur (Brandy) back in the 80s, and, when he truly met Chilli for the first time, his brain subconsciously altered his mental image of the mysterious girl to match Chilli's appearance. Getting confirmation from Chilli that her family used to vacation at the caravan park where their encounter supposedly took place would have just reinforced Bandit's (incorrect) memory.

[[WMG: Grandpa Bob is still alive, but not in the best of health]]
Bob Heeler, aside from a flashback in “Fairy Tales” hasn’t been seen since “Grannies”. Leading many to believe he’s passed away. However, he also was absent from “Baby Race”, which is pretty jarring since Bluey is his and Nana Chris’s first born grandchild. Also, the short “Humpty Dumpty” Chilli has Muffin make a recording to send to Granddad. Another possible theory is that Bob Heeler has been sick (possibly with dementia or another mental illness) and is living in rest home or in a assistant living facility, and the family only sees him sporadically. This would explain Bingo’s “wherever you are” line in “Bedrooms”. She literally has no idea where Bob is and how he’s been.

Bandit and Chilli probably bought the house next door to Wendy when Chilli was pregnant with the baby they ended up losing, so Wendy probably remembers very well how devastating a loss it was for the Heelers, and most likely how nervous and stressed they were when Chilli got pregnant with Bluey. Even though she was most definitely either pregnant with Judo or had just had her, Wendy made sure when Bluey was born that she was always available to help the Heelers out if they needed it, and knows without a doubt that Chilli 100% loves being a mother and wouldn't trade Bluey for anything. When Chilli stopped going to mother's group, Bella asked Wendy (who most likely invited Chilli to join in the first place) about it and ended up learning about the miscarriage. Since Wendy and Judo were part of the reason Chilli stopped coming, Bella decided to talk to Chilli herself, and reassured her without exlicitly bringing the miscarriage up that she was doing just fine.

[[WMG: If the miscarriage theory isn't true, then Mercury in "Sleepytime" represents either Brandy or her and Chilli's mother.]]
Some proponents of the miscarriage theory point to "Sleepytime", in which Bingo dreams that different members of her family are represented by different celestial bodies, but Mercury has no face. If, however, Chilli didn't have a miscarriage after all, there are two other possibilities for Mercury:

* It represents Brandy, and the reason it has no face is because at the time, Brandy was still estranged from the Heelers.
* It represents Chilli and Brandy's mother, and the reason it has no face is because she's dead.

[[WMG: Chilli had a miscarriage, and Wendy and Bella know about it.]]
Chilli having a miscarriage is probably one of the more popular theories in the Bluey fandom, with prevailing opinion being that she was pregnant before Bluey, but lost the baby. She also tells Bluey in "Sticky Gecko" that Wendy was incredibly supportive after Bluey was born, making the Heelers five lasagnas to ease the stress of new parenthood. In another episode, "Sheepdog", Chilli needs some time to herself after a stressful morning, and Bluey worries that this means Chilli regrets being a mom. Upon hearing this, Wendy tells Bluey "That is ''not'' true, my love" and has Bluey and Bingo play at her house to let Chilli relax. In "Baby Race", both Wendy and Bella (Coco's mom) are in Chilli's mother's group, and Bella catches on pretty quickly that Chilli feels like it's her fault Bluey is late walking. She visits one day and has a chat with Chilli, reassuring her that she's doing great. This moves Chilli to tears.

(From a "conspiracy theory" developed by Australian comedian Zach Mander in early 2021.) The Heelers' house looks like it is in the Brisbane suburb of Paddington, with a value well over a million Australian dollars - possibly four times as much. How could an archaeologist (roughly average salary for a full time worker) and an airport security guard (not much more than minimum wage) afford that? Using the connections of those jobs for smuggling and selling historic artefacts.

In 'Grandad', only Chilli's father appears, while both of Bandit's parents have been seen interacting with their grandchildren. Chilli also spends the episode trying to get her father to follow the doctors instructions and not exert himself post-surgery after catching him doing some garden work. If Grandad's wife were around, she would be the one making sure that her husband didn't exert himself. If Grandad felt that the garden work was urgent, Grandma would have either invited Maynard over to help, or asked Chilli to bring Bandit with her when she visits. Since Grandad has had some serious medical issues recently, and since Chilli gets emotional at the idea of her father injuring himself or making himself sick through his own stubbornness, it's reasonable to assume that her mother died fairly recently.
