The first ones are stationary and explode when Sonic gets near them, so Sonic has to stand out of their way when they do to avoid getting hit. Dr. Robotnik even uses them as a method of attack in the boss battle in Act 3. The second are mobile and shoot snowballs out of their hats. Sonic can defeat them by jumping on them or rolling into them. Upon defeat, they will reveal a Blue Flicky [[HarmlessFreezing trapped in a block of ice]], which Sonic must break open to free the Flicky.
