Nothing has been confirmed so far, but there are enough coincidences between both groups that can't be simply brushed aside.

** Wagnas = Sir Crocodile. While Wagnas lack sand-relates powers, his plot involves a search for an ancient inscription revealing the location of a powerful weapon which he plans to use to take over a country.
