Considering that you're essentially talking a soldier/cop into ignoring a crime, something that would otherwise require Thieves Guild influence to enable, it would imply that you do need quite a bit of skill to talk a guard into taking a bribe. And it would take some serious haggling to get a blacksmith to buy embalming tools or a potion maker to buy a sword. The last point is entirely irrelevant. This whole thing reads like complaining about the Speech perks being unrealistic, instead of an example of a trope about someone having to learn how to do a basic life skill.
