Considering that you're essentially talking a soldier/cop into ignoring a crime, something that would otherwise require Thieves Guild influence to enable, it would imply that you do need quite a bit of skill to talk a guard into taking a bribe. And it would take some serious haggling to get a blacksmith to buy embalming tools or a potion maker to buy a sword. The last point is entirely irrelevant. This whole thing reads like complaining about the Speech perks being unrealistic, instead of an example of a trope about someone having to learn how to do a basic life skill.

There's no evidence that its a blood-based rtual, and going to fetch an expert means that it is likely that the vampires will send another pack of minions to investigate before you can get back. You can actually take Serana back to Isran, ho will himself reluctantly order you to take her home to her family so you can find out what the original group was after.
