After a series of unpredictable tragedies, Ned has a breakdown and berates the entire town for failing to help him in his time of need (despite a well-intentioned but ultimately flawed attempt at rebuilding his house). The lesson of the episode is that expressing anger isn't automatically evil, it just needs to be controlled and done appropriately.
