** Bishop’s poor record during the Triceraton invasion, the attack on the Shredder’s mansion, and the escape of T9581 have put the EPF on the brink of shutdown.
** Furthermore, Bishop needs to prove that the EPF is a valuable asset to the United States government in combating alien invasions. The only problem is that Bishop can’t rely on aliens to make an appearance, so he literally makes his own invasion to fool the president.
